- THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL, REQUEST FOR QUOTE, OR INVITATION FOR BID. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS OR DRAWINGS AVAILABLE AT THIS TIME. US Army Corps of Engineers (USACE), Seattle District, is seeking interested business sources for a construction project titled: �FY20 Repair of Fuel Hydrant System, Spots 25-28 at Fairchild Air Force Base, Spokane, WA.� Proposed project will be a design-bid-build (DBB) firm fixed-price construction project. In accordance with FAR 36.204, the magnitude of construction is estimated to be in the range of $10,000,000 to $25,000,000. The North American Industry Classification System (NAICS) code for this project is 236220, �Commercial and Institutional Building Construction,� and the associated small business size standard is $39,500,000. This sources-sought announcement is a tool to identify businesses with the capability to accomplish the work and is for information/market research purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS, NOR A SYNOPSIS OF A PROPOSED CONTRACT ACTION UNDER FAR SUBPART 5.2. The type of solicitation to be issued will depend upon information received in response to this sources sought announcement. No reimbursement will be made for any costs associated with providing information in response to this sources sought announcement or any follow up information. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. NO SOLICITATION IS CURRENTLY AVAILABLE. This is not a request to be placed on a solicitation mailing list and is not to be construed as a commitment by the Government. SUMMARY DESCRIPTION OF PROPOSED PROJECT: Repair airfield pavement, intrusion detection, and fuel hydrant systems serving aircraft parking spots 25 through 28 to make them serviceable for parking and fueling KC-135 aircraft.� This project will replace 18� carbon steel piping with 12� lined carbon steel piping from the pumphouse to Spot 28 and create a looped system, reconstruct all pavements for KC135 parking spots 25-28, extend the intrusion detection system to serve these parking spots, and properly dispose of and replace any contaminated soils disturbed.� The project will be 100% design complete prior to solicitation. �SUBMITTAL REQUIREMENTS: Interested firms should submit a capabilities package limited to five (5) pages and include the following: Firm�s name, address (mailing and URL), point of contact, phone number, email address. Business classification, i.e., Small Business (SB), Small Disadvantage Business (SDB), Woman-Owned Small Business (WOSB), Veteran Owned Small Business (VOSB), Service Disabled Veteran Owned Small Business (SDVOSB), Historically Underutilized Business Zone (HUBZone) Small Business, 8(a) Program, or Other Than Small Business (Large Business). Contractor Experience: Contractor must provide a brief description of experience in performing similar projects for construction/installation of similar size, complexity and scope completed.� A description of the project, customer name, timeliness of performance, size and dollar value of each project. Contractor Experience: Evidence of demonstrated experience with construction of DoD Type III Hydrant Fueling Systems. Evidence of demonstrated experience with construction of airfield pavements. Evidence of demonstrated experience with construction projects on active military installations.������������������ �6. CAGE code and DUNS number of your firm. 7.� Firm�s Joint Venture Information, if applicable. 8.� Bonding Information:� Provide the following, on the Bonding Company�s letterhead: Bonding Limits: (1) Single Bond, (2) Aggregate Proof the contractor can provide bonding for a single item of $20,000,000 Length of time the contractor has been associated with the bonding company. Claims History and Outstanding Claims of the Contractor. Surety to be used for Performance and Payment Bonds. Other commitments that might interfere with performance of the contract. Point of contact for the Bonding Company. Responses to this Synopsis will be shared and limited to the Government project team, but otherwise will be held in strict confidence. The official Synopsis citing a solicitation number will be issued on https://beta.sam.gov. This is the new authoritative source for Federal contracting opportunities which replaced the Federal Business Opportunities website (www.fbo.gov). When the Synopsis is posted, interested firms are invited to register electronically to receive an electronic notification of a solicitation should one be issued.
