Page 21 Section 21 CONTRACTOR PERSONELL The following sentence shall be removed: The Contractor shall ensure that they have sufficient backup employees in case the PACS Manager that is assigned to this contract calls in sick, on vacation, and/or is not available on any specific day that the contractor employee is scheduled to work. 2. Questions/Answers to Solicitation 36C26220R0057, Professional Services for Interior Designer and Medical Equipment Planner for the VA Long Beach Healthcare System Question General 3.3 Interview and Approve Prospective Personnel - The solicitation states The Government shall interview proposed candidates prior to making award. However, the evaluation process states If the offered price is found to be reasonable, the offeror who submitted this offer will be identified as the successful offeror . At what point does the government intend to conduct interviews of the proposed candidates? Answer Per the amendment to the language of the contract on the previous page, the Government shall not interview the proposed candidates; however, the Government shall reserve the right to accept/reject submitted resumes. Question If a candidate is found to be not acceptable by the government, will the offeror have the opportunity to present another candidate for consideration or does the government intend to deem the offer uncacceptable ? Answer Yes, the offeror shall have the opportunity to present another candidate. Question Key Personnel, Medical Equipment Planner, 4.3.2.7 Training & Education - The solicitation states Provides training and education as appropriate to medical technology end users and clinical staff as part of the move-in and coordinates with VA Biomedical Department and Logistics Is it possible to add a Bio-Medical Equipment Technician as key personnel, who would be more readily qualified to provide noted training? Answer No, the Government does not require a Biomedical Equipment Technician. Question 15. Tardiness/No Shows Please clarify the following: the solicitation states payment to the contractor shall only be for actual hours worked however solicitation also states in section E.6 that this contract is expected to be awarded as a Firm Fixed Price, Indefinite Quantity contract. Answer The contract shall be issued as an Indefinite Delivery-Indefinite Quantity (IDIQ). Task Orders shall be written as Firm-Fixed-Price (FFP), however the contractor shall only invoice for the number of hours personnel have actually worked for the invoice period which may vary from month to month. Question Section B 21. Contractor Personnel Please define PACS manager (Page 21). Answer Please see the amendment on the previous page which removes this sentence. Question Section E-2: 9 If the government decides to award multiple Indefinite Delivery-Indefinite Quantity (IDIQ) contracts, does the government have a specific number of awards? Answer The Government has not predetermined a specific number of awards. Question Section B3-16. Time Keeping Pricing tables state FFP, however, the solicitation states that timesheets are required and that time will be monitored. Additional language in the proposal notes the requirement for sign in/out sheets to be submitted weekly to the COR. Is this a Time and Materials contract? Answer No, this is not a Time and Materials contract. This is a Firm-Fixed-Price (FFP) task order. The Government shall utilize the services requested, however the Government shall only pay for services as they are used. The contractor may only invoice for the hours used in any given billing period. Question Section E.6 RFP language states FFP, is this a T&M, Personal services contract? Answer No. Question The solicitation indicates to work to be done at VALBHCS facility. Are on-site personnel staffing services expected to be delivered 5 days per week? Is there opportunity for work to be completed remotely? Answer On site personnel staffing services shall be provided 5 days per week. There are no opportunities for work to be completed remotely. Question - Conflict of interest - Can a subcontractor who has worked on the preplanning effort provide support, if they have worked on other buildings? Answer Yes, they could apply for these positions. There would not be a conflict of interest because the subcontractor will not be a VA employee, he/she will be working under a contract. There is no conflict of interest in this case. Question Section E.2 - 5: Qualification of Proposed Personnel Is resume the submitted to be a demonstrated resume or a proposed resume for a specific person? Answer The Government requires that all resumes are actual resumes for a proposed person. Question Section E.2 9: If there are multiple awards made for this IDIQ, will there be a technical acceptability range posted by the Government? Answer No. Question Is this a new requirement? Is there similar work being performed now or has there been similar work performed in the past? If the latter, please provide the most recent contract or task order number. Answer This is a new requirement.
