- Description
- U.S. Army Corps of Engineers (USACE), Portland District intends to negotiate/award a sole-source contract with Andritz. The statutory authority for this non-competitive acquisition is 10 U.S.C. 2304 (c)(1) as implemented by FAR 6.302-1 and DFARS 206.302-1, Only one responsible source and no other services will satisfy agency requirements. Contractor shall provide evaluation of the impact for low power operation on the overall life expectancy of the new runner at Hills Creek. The hydropower units at Hills Creek are designed to operate at about 6MN to 18.2MW, but islanding load for Oakridge requires the units to be operated between 2MW-6MW. Andritz designed the turbine runner and have CFD and FEA models already created as part of the original design. There are risks for having another manufacturer perform the analysis. SOLICITATION WILL NOT BE POSTED. The Government intends to proceed with this sole source action. The NAICS code is 333611 � Turbine and Turbine Generator Set Unit Manufacturing. The size standard is 1,500 for this NAICS code defined by the U.S. Small Business Administration. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS. All responsible sources may submit a capability statement to the contracting officer before the notice end date. If no affirmative written responses are received by 02:00 PM local time on 13-February-2020, an award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government.
