- The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisitions Division-Kansas City office intends to award, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with R. M. Young Company, 2801 Aero Park Drive, Traverse City, MI� 49686, for 10 each Response One Weather Transmitters, Part Number 92000-1 for the National Data Buoy Center (NDBC) at Stennis Space Center, MS. Sole Source Justification NDBC presently uses two manufacture of AN1 sensors. Neither of these manufactures produce an AN1 sensor which meets NDBC�s requirements for wind speed measurements of 0-62 meters per second (m/s). The RM Young AN1 exceeds the NDBC requirements and is capable of reporting wind speeds over a range of 0- 70m/s. The sensors must be compatible in all aspects (form, fit, and function) with existing systems or equipment and RM Young is uniquely qualified to meet these requirements. The RM Young AN1 sensor will interface with NDBC�s Self Contained Ocean Observing Platform (SCOOP) without modifications to the SCOOP�s software or hardware. The SCOOP was developed at NDBC to provide meteorological and oceanographic data from moored buoy platforms in remote open ocean locations. The SCOOPs are deployed around the costal United States, Alaska, Hawaii, open ocean, and the Great Lakes. The two different AN1 sensors currently used at NDBC are not rated for the marine environment. The RM Young AN1 has an extended wind speed range and was engineered for the marine environment.� NDBC engineering desires to evaluate the RM Young AN1 mounted to the SCOOP in different marine environments. These RM Young, Response One sensors are being purchased to conduct engineering analysis of the sensors for accuracy and survivability in the marine environment. Special Notice This is the only notice to be posted.� This special notice is not a request for competitive offers and no solicitation package is available. However, firms that believe they can provide the needed sensors may submit substantiating documentation in writing within the open period of this notice. �Responses can be sent via e-mail to shelley.smith@noaa.gov. Documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon response to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. If no documentation is received, award will be made directly to R. M.
