- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This is a combined synopsis/solicitation.� THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED.� This solicitation will be a Total Small Business Set-Aside. The solicitation number is W912PM20T0007 and the solicitation is issued as a Request for Quote (RFQ). The NAICS code is 332312 with a small business size standard of 500 employees.� This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 2020-02. Description of Requirement: The Wilmington District of the U.S. Army Corps of Engineers requires a contractor to fabricate, assemble, paint and deliver two hydraulic steel structures.�� All work shall be performed in accordance with the contract drawings and specifications.� Work also involves preparing final �As-Built� documents.� One award will be made from this solicitation. BASE CONTRACT � (1)� Falls Lake Dam service gate is a hydraulic steel structure and is classified as a vertical lift gate with dimensions 19-feet in height and 8.5-feet wide. The gate is constructed of structural steel members with skin plate on one side, seals and, a 45 degree bottom gate lip for hydraulic efficiency.� Side and top seals are J-type rubber seals, and the bottom seals are rectangular.� Six 16-inch diameter fixed wheels are mounted on cantilever axles on each side of the gate.� The weight of gate is approximately 17,000 pounds.� Falls Lake Dam is located in Wake County North Carolina. (2) �B Everett Jordan Dam service gate is a hydraulic steel structures and are classified as a vertical lift gates with dimensions 19-feet in height and 9-feet wide. The gates are constructed of structural steel members with skin plate on one side, seals and, a 45 degree bottom gate lip for hydraulic efficiency.� Side and top seals are J-type rubber seals, and the bottom seals are rectangular.� Seven 18-inch diameter fixed wheels are mounted on cantilever axles on each side of the gates.� The weight of each gate is approximately 23,000 pounds. Installation of the new gates will require removal of existing gates and installation of new stems, stem guides and lifting yokes.� B Everett Jordan Dam is located in Chatham County North Carolina. CONTRACT OPTION - B. Everett Jordan Dam emergency gate is a hydraulic steel structure and is classified as a vertical lift gate with dimensions 19-feet in height and 9-feet wide. The gate is constructed of structural steel members with skin plate on one side, seals and, a 45 degree bottom gate lip for hydraulic efficiency.� Side and top seals are J-type rubber seals, and the bottom seals are rectangular.� Seven 18-inch diameter fixed wheels are mounted on cantilever axles on each side of the gate.� The weight of gate is approximately 23,000 pounds.� B. Everett Jordan Dam is located in Chatham County North Carolina.�� Delivery: Duration is 365 Calendar Days after receipt of Notice of Award Evaluation and Award: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and is determined to be the lowest priced offer that is technically acceptable. In order to be determined technically acceptable, an offeror must provide documentation of the following: (1)� Price Quote and a Technical Proposal: �Each offeror must submit both a Price Quote and a Technical Proposal via email. The technical proposal shall include the documentation in certification and documented past experience.� See provision 52.212-2 within the solicitation. No hard paper copies will be accepted or evaluated. Both the Price Quote and the Technical Proposal must be received by the closing date and time set for receipt of quotes. In an effort to reduce paperwork and reduce cost, all quotes shall be submitted electronically. All submissions shall be in Adobe PDF format and shall be on 8 � x 11 size pages in no less than a 10 pitch or 10 font. Offerors may use compressions utility software such as WinZip or PKZip to reduce file size and facilitate transmission. Title the file(s) in the following format: W912PM20T0007_ COMPANY NAME_PRICING W912PM20T0007_COMPANY NAME_TECHNICAL Offerors shall submit the quotes electronically via email to both Alicia.g.evans@usace.army.mil and Rosalind.m.shoemaker@usace.army.mil.���� (2)� Detailed Pricing Schedule:� The contractor shall return the detailed pricing schedule with their quote. (3)� Documentation of Certification:� At the time of quote, the fabricator/fabricating plant assigned/responsible for this project shall be certified under the AISC (American Institute of Steel Construction) Quality Certification Program. The Fabricator shall be certified under one of the following certification programs: a. CBR: Major Bridge Fabricator b. ABR: Certified Bridge Fabricator - Advance c. IBR: Certified Bridge Fabricator - Intermediate d. Certified Hydraulic Steel Structures Fabricator For Fabricator's certified under Certification Programs CBR, ABR and IBR, the Fabricator must possess the AISC Fracture Critical Endorsement (F). The Contractor shall submit copies of the AISC certificate indicating that the fabricator assigned/responsible for this project meets the specified structural steel work certification Program.� All documentation shall be submitted at the time of quote.� The certification(s) shall be kept current for the duration of the contract. 4)� Documented Experience:� The Fabricator(s) assigned/responsible for this project shall possess five (5) years of documented experience on projects of similar scope. Similar scope means projects of similar size and similar amounts of welding and detail types.� The Contractor shall submit all documentation of the requisite experience at the time of quote.��� a)���� Offerors are required to submit documentation of prior experience for recent and relevant contracts/projects. Contracts/Projects can be performed with Federal, State, local or private companies. Government contracts are preferred, but not required. b)���� Contracts/Projects that are relevant are defined as those that are similar to the requirements of the Statement of Work (SOW). Contracts/Projects that are recent are defined as those that have been completed within the last five (5) years. c)���� A minimum of three (3) contracts/projects shall be provided to include: contract number, title of project, detailed description of work performed, and Point of Contact with email address.� Please do not submit more than five (5) contracts/projects. d)���� In order for an Offeror to be determined technically acceptable, the offeror must show previous experience on a minimum of three (3) contracts/projects involving work similar to the type of work described in the SOW.
