Place of Contract Performance:� The intended loading port(s)/place(s) is Sitra, Bahrain; and the intended discharging port(s)/place(s) is Mesaieed, Qatar. The laydays commence 10 March and cancel 12 March 2020, and the period of performance will be one voyage. The decision to release this solicitation as �Unrestricted� is based on all work being done outside the United States and its outlying areas. �All responsible sources may submit a bid, proposal, or quotation, which shall be considered by the agency. �MSC�s Associate Deputy Director of Small Business has concurred with this decision.
