- PRE-SOLICITATION NOTICE: The Department of Veterans Affairs (VA) is seeking sources from contractors to assist with providing low barrier non-threatening 24/7 hours transitional housing for Female Veterans with severe Mental Health disorder or Co-occurring disorder. This facility will serve the hard to reach homeless Veterans with severe mental illnesses who are homeless and have been unable or unwilling to participate in supportive services. For some persons with mental illnesses who have been homeless, the transition to permanent housing is best made in stages, starting with a small, highly supportive environment where an individual can feel at ease, out of danger, and subject to no immediate service demands. Safe Havens do not require participation in services and referrals as a condition of occupancy. Rather, it is hoped that after a period of stabilization in a Safe Haven, residents will be more willing to participate in services and referrals, and will eventually be ready to move to more traditional forms of housing. Safe Havens can serve as an entry point to the service system and provide access to basic services such as food, clothing, bathing facilities, telephones, storage space and a mailing address. The VA has a preference for contractors who demonstrate the ability to provide specialization in the housing of men. The solicitation is only open to providers within the catchment area of Baltimore, MD within 50 miles of the Baltimore VAMC. The VA Maryland Health Care System (VAMHCS) anticipates issuing a solicitation in accordance with Federal Acquisition Regulations (FAR) Part 12 for this requirement on or about January 24, 2020, with a closing date for proposals on or about February 24, 2020. The solicitation will be available for download from http://www.fbo.gov. Interested contractors will be responsible for downloading copies of solicitation (and any subsequent amendments) from that website, and no hard copies will be made available. The solicitation will provide full information to contractors about the proposal submission process. Prospective offerors are encouraged to register their interest in the solicitation on the FBO website so that they are notified of the issuance of the solicitation and any amendments. Large and small businesses as well as non-profit organizations are welcome to respond in the event no Service Disabled Veteran Owned Small Businesses or Veteran Owned Small Businesses have the capacity to provide this service. The NAICS Code for this solicitation is 624229. To be eligible for award, contractors must be registered and active in the System for Award Management data base at www.sam.gov. Registration is free and potential offerors are encouraged to visit the SAM website and register as soon as possible to avoid delays should they be selected for a contract award.
