Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be used. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-04/01-15-2020. The following Request for Quotes (RFQ) is in reference to 68HERH20Q0034. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This RFQ is soliciting for an offeror to enhance agency coordination, provide smart growth assistance to communities, and coordinate hazard mitigation, smart growth, climate adaptation, and recovery efforts for the Commonwealth of the Northern Marianas Islands (CNMI). Offerors are instructed to submit a technical and price quote. The North American Industry Classification System (NAICS) code for this RFQ is 541620. This is a total small business set aside. This RFQ includes line item 0001, consulting services to provide smart growth assistance to communities, and coordinate hazard mitigation, smart growth, climate adaptation, and disaster recovery efforts. Period of performance will be one year from the date of award. All applicable provisions and clauses are included in the attached solicitation. The EPA anticipates awarding a purchase order to a contractor that has been determined as the most experienced and qualified to perform this requirement. The Government will use the best value trade-off method to select the most qualified contractor. Technical evaluation factors are listed in the Technical Evaluation Criteria document attached to this RFQ. Questions concerning this RFQ must be submitted by 5:00 PM ET, Monday February 3, 2020 via FedConnect. Questions submitted after this due date may not be considered. This solicitation will remain open until 11:59 PM ET, Friday, February 21, 2020. Quotes received after the RFQ responses due date and time will not be accepted. All quotes shall be submitted via FedConnect. All offerors must be registered with FedConnect in order to submit quotes.
