Description
DESCRIPTION This United States Coast Guard (USCG) Research and Development Center (RDC), New London, CT, is issuing a Request for Information (RFI) to gather information regarding� Detect and Avoid (DAA) and airspace domain awareness technologies for Unmanned Aircraft Systems (UAS) to enable Beyond Visual Line of Sight (BVLOS) operations in the maritime environment. � This market research is to assess vehicle and ground-based technologies which support BVLOS operations. RDC is tasked to investigate technologies that may ultimately lead to Federal Aviation Administration (FAA) Certificate of Waiver� Authorization (COA) and military Due Regard authorizations. RDC will examine the feasibility, costs, and benefits for these technologies to conduct Group I and II� UAS operations from land and onboard Coast Guard Cutters (CGC). RDC will use the RFI results to determine the state of the market. The results of these efforts will be used to inform decision makers on emerging� DAA and airspace domain awareness technologies to enhance or improve operational UAS capabilities for the CG and other government agencies. RESPONDING TO THIS RFI Submissions will be reviewed by USCG RDC and appropriate supporting government organizations. The following information is requested: 1. Provide a detailed description of the technology, including system performance and any results that illustrates the performance of the technology. Include a Technology Readiness Level (TRL) per attached �Technology Readiness Assessment (TRA) Guidance. U.S. Department of Defense, April 2011.� 2. Describe integration requirements including space, weight, and power of the technology. If the technology is already integrated onboard a UAS, Ground Control Station (GCS), or command and control center, provide details on how the system is integrated. 3. Provide details of any system attributes that enable performance in the maritime environment. 4. Provide a Rough Order of Magnitude (ROM) for hardware, software, and recurring costs. 5. Provide any approvals from the Federal Aviation Administration regarding BVLOS authorizations. 6. Briefly describe any U.S. (or international) government contracts for programs of record or products being submitted as applicable. For government contracts, please provide points of contact. 7. Provide any digital photos and/or digital videos of the product in operation. 8. Identify whether you are a Small or Large Business using NAICS Code 334511�Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing.� Any company proprietary information, performance capabilities, and/or future modification should be clearly identified and marked.� To aid the Government, please segregate proprietary information.� Please be advised that all submissions become Government property and will not be returned.� This RFI does not constitute an invitation for bids, a request for proposal, a solicitation, a request for quote or an indication that the Government will contract for the items provided by submitter.� The Government will not reimburse respondents for any costs associated with the preparation or submission of the information requested.� Response to this RFI is strictly voluntary and will not affect any potential offeror�s ability to submit an offer if a solicitation is released.� Any requests for a solicitation package will be disregarded.� The Government does not intend to award a contract on the basis of the RFI or otherwise pay for the information solicited.� No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of preparing submissions in response to this RFI and the Government�s use of such information.� Submittals will not be returned to the sender. The deadline for final responses to this RFI is 28 February 2020.� Responses to this market survey should be sent to RDC-SMB-BVLOS@uscg.mil. If your email response is greater than 10 megabytes (MB), break the submission into multiple sequentially numbered emails of 10 MB or less .
