- �The Army Contracting Command-Rock Island (ACC-RI), Rock Island, IL in support of the Office of the Project Manager Combat Ammunition Systems (PM-CAS) is conducting a sources sought for the M67 Propelling (Prop) Charges, NSN: 1315-01-237-9775, P/N: 9205472 for FY22-FY26 requirements. The NAICS code is 332993.� The M67 Propelling charge is used for many 105mm artillery cartridges. This system consists of seven (7) cloth increment bags, filled with varying amounts of propellant, that are linked together to easily provide the soldier various firing solutions with in one cartridge. Explosion proof equipment and specific stitching is required for the production of the M67 Prop charges in order to prevent a catastrophic event. The U.S. Government anticipates soliciting for offerors located within the U.S. & Canada for a single award, Firm-Fixed-Price (FFP), five (5) year Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The M67 Prop Charges shall be built to a certified Government Technical Data Package (TDP) which is coded as Distribution Statement C (authorized distribution of technical documents to U.S. Government Agencies and their contractors). At this time an uncertified TDP can be made available upon request through the contract specialist (see last paragraph of this sources sought for contact information). �The contractor will need to provide the following to receive the uncertified TDP, the full name of the person requesting access to the drawings, the CAGE Code specific for that individual�s company and the individuals email address. Once a solicitation is released the certified TDP will be made available. Interested contractors who feel that they have the necessary capabilities should respond by providing the following information in the timeframe established below: 1) Provide evidence of manufacturing capabilities including an ability to produce the M67 Propelling Charges or similar products; 2) Manufacturing experience with M67 Propelling Charges or items of similar complexity; 3) Description of Facilities and Personnel (numbers, experience, and specialized skill-sets) as it relates to the above production efforts; 4) Provide evidence of Quality Assurance in order to support this production program; and 5) Provide company name, address, telephone number, email address, technical point of contact, and company size (please specify as either a Large Business, Foreign-Owned Business, Small Business, Small Disadvantaged Business, 8(a) concern, Woman-Owned Small Business, Historically Underutilized Business Zone concern, Veteran-Owned Small Business, or Service-Disabled Small Business). 6) A description of their top-level plan and any limitations for acquiring M64 MP (multi-perforated) Propellant and SP (single-perforated) Propellant, which is included in the M67 Propelling Charges end-item deliverable. If you are unable to provide this materiel as Contractor Furnished Material (CFM) to support the manufacture of the M67 Propelling Charges, please identify that information in your response. This market survey is being released for planning purposes only. It does NOT constitute a Request for Proposal and is NOT to be construed as a commitment by the Government. The Government does NOT intend to award a contract on the basis of this Market Survey or otherwise pay respondents for information submitted. All information will be held in a confidential status.
