Description
PRESOLICITATION NOTICE /�PROCUREMENT IS UNRESTRICTED, FULL AND OPEN COMPETITION. The Architect of the Capitol (AOC) has a requirement for construction services for the removal of unused water tanks and hot water tanks, the removal of the existing pressure reducing stations and condensate tank, and construction of new pressure reducing stations and condensate tank, all within the same mechanical room in the Longworth House Office Building (LHOB) in Washington DC.� Steam service entering the building will be connected to the new construction (steam service leaving the room) and old piping and equipment will be demolished. The Longworth House Office Building (LHOB) is an eleven-story office building. The building provides office space for the U.S. House of Representatives and their staff, and meeting rooms. The attic, ground floor, and the sub-basement and basement floors also contain several storage rooms, electrical rooms, and mechanical rooms. In addition to offices, the basement floor also contains a cafeteria with a kitchen, food carryout and a credit union. The building is considered a business occupancy. The existing steam pressure reducing valve (PRV) stations serving the air handling units (AHU) and kitchen/domestic hot water heaters, in the Longworth House Office Building mechanical room are beyond the end of their expected life. Leaks and other problem are increasing. For this reason, the Architect of the Capitol has decided to replace and upgrade this current equipment to improve the efficiency and safety of the system. The magnitude of construction for this project is between $1,000,000.00 and $5,000,000.00. Offerors are advised that the AOC is a legislative branch entity and as such is NOT subject to the Federal Acquisition Regulations (FAR).� However, this procurement will be solicited using a Request for Proposal (RFP) as outlined in FAR Part 15, which will result in the Best Value to the Government. Instructions to offerors and the Government�s evaluation process will be further detailed in the forthcoming solicitation.� The Government intends to award a single Firm-Fixed Price construction contract resulting from this solicitation. The RFP, and any subsequent amendments, will be issued in electronic format only and available for download on or about February 7, 2020 on beta.SAM.gov Please be advised the date for solicitation posting is estimated and the actual posting date may be after the estimated date. �Offerors shall address all questions in writing to Adam Birkland, Contracting Officer, via email at Adam.Birkland@aoc.gov.� TELEPHONE INQUIRIES WILL NOT BE ACKNOWLEDGED OR ACCEPTED.
