Description
The Supervisor of Shipbuilding, Conversion, and Repair, Gulf Coast (SSGC) intends to conduct a sole-source procurement for USS Kearsarge (LHD 3) Liaison Action Record (LAR) Support and On-Site Technical Representative (OSTR) for the LHD 3 in support of FY19 Dry-Dock Phased Maintenance Availability (DPMA).� Requirements specify the contractor to perform the aforementioned tasks in accordance with a Statement of Work provided by SUPSHIP Gulf Coast. The place of performance will be 78% in Pascagoula, MS and 22% in Norfolk. �Work is projected to start on 01 March 2020 with an expected duration through approximately 28 February 2021.� These requirements will be procured as a Delivery Order under the terms and scope of Basic Ordering Agreement (BOA) N00024-16-G-4305 issued to Huntington Ingalls Incorporated, Ingalls Shipbuilding (Ingalls), 1000 Access Road, Pascagoula, MS 39568.� The work to be performed under this Delivery Order requires detailed knowledge of LHD 3 for which Ingalls was the design and building yard and therefore has the unique knowledge and expertise, including detailed knowledge of the ships� delivered configuration, unique design attributes and operating characteristics to perform the support required.� Ingalls possesses all of the construction drawings and design specifications for the Hull, Mechanical and Electrical and Combat Systems.� As described in Justification and Approval ( J&A) 41,195, the Government intends to solicit and negotiate the proposed action with only one source under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1 - only one responsible source and no other supplies or services will satisfy agency requirements.� � The proposed contract action is for materials and services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1.� This notice of intent is not a request for competitive proposals. �The notice is for informational purposes only. �However, all responsible sources which submit a capability statement, proposal, or quotation prior to expiration of this synopsis will be considered by the agency.� A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.� Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.� Companies seeking subcontracting opportunities should contact the above mentioned shipbuilder.
