Description
U.S. Army Contracting Command - Orlando (ACC - ORL), in coordination with the requiring activity, Test Resource Management Center (TRMC) along with the Program Executive Office Simulation, Training and Instrumentation (PEO-STRI) Program Management Cyber Test and Training (PM CT2), Formerly - Project Management for Instrumentation, Targets, Threat Simulators, and Special Operations Forces Training Systems (PM ITTS), intends to Solicit proposals for an upcoming National Cyber Range Complex (NCRC) Event Planning Operations Support (EPOS) requirement. The upcoming Solicitation is expected to result in the award of a Multiple Award Indefinite Delivery Indefinite Quantity (MA/IDIQ) contract to a number of qualified offerors, which MA/IDIQ total combined value is expected to be $2.4B. The upcoming solicitation shall contain two separate lots to be competed as noted below: ��������������� LOT 1: Full and Open Competition ��������������� LOT 2: Small Business Set-Aside � This synopsis publication satisfies the requirement at FAR Part 5.2 and constitutes the Government's Notice of Intent to solicit proposals for the upcoming National Cyber Range Complex (NCRC) Event Planning Operations Support (EPOS) requirement. The objective of the NCRC EPOS MA/IDIQ is to provide the skilled personnel, expertise, and capabilities required to plan and execute events at key NCRC locations and operate and maintain the NCRC technical infrastructure.� In addition, the resultant contract will provide skilled personnel, expertise, and capabilities required to support a set of enterprise-wide services that are applicable across the entire NCRC. NCRC EPOS effort is to support TRMC requirements through management and technical analysis services in matters of cyber security test and evaluation (T&E) and training, research and engineering strategy, creation and integration of NCRC capabilities, and cyber T&E development support to the Department of Defense (DOD). The NCR provides an operating environment capable of addressing the impacts of cyber-attack on computer networks, systems of systems, and various wide area networks up to and including representations of the Global Information Grid (GIG) and World Wide Web (WWW). Replicating the complexity of thousands of globally interconnected network systems is a challenge faced by researchers developing tools to protect our nation against the growing threat of cyber-attacks. Sophisticated attacks as well as adaptive malware have the ability to devastate defense and commercial networks. The contract will maintain sufficient continuity of effort in response to ongoing and increasing demand for cyber developmental T&E and training efforts across DOD.� Please note this notice does not constitute a Request for Proposal (RFP), Request for Bid (RFB), or Request for Quote (RFQ) and no contract will be awarded on the basis of this synopsis alone. However, a formal Request for RFP (W900KK-20-R-0011) is anticipated to be released on or about 6 March, 2020 and will provide a solicitation response date of 45 days after release. The anticipated final award date of the MA/IDIQ contract(s) resulting from the pending solicitation is December of 2020.
