- THE PURPOSE OF THIS NOTICE IS FOR MARKET RESEARCH, ONLY:� The Department of Homeland Security, Federal Law Enforcement Training Centers (FLETC) is conducting market research to determine the feasibility of combining various service contracts at multiple sites into a single contract.� The multiple sites are located in Artesia, NM, Charleston, SC, Cheltenham, MD, and Glynco, GA.� This is preliminary market research to help determine which, if any, services could reasonably be combined across multiple sites located in multiple states and the business size of the firms that could meet this requirement.� Again, this is for market research purposes only, and there is no intent to change any ongoing, existing contracts.� For the purposes of this research, the following types of services may be considered: Food services - requires the full operation of the dining facility which includes providing and preparing food for 3 meals a day, seven days a week, making food available to customers, and the cleaning of kitchen and dining area. Food services would only be required in Artesia, NM, Charleston, SC, and Glynco, GA. The dining capacity for Glynco is 4,000 meals per day.� Artesia and Charleston both have a capacity to serve 1,000 meals a day. Janitorial services - requires general cleaning, emptying wastebaskets, floor care, cleaning restrooms, glass cleaning, and classroom cleaning.� Required at all sites. Building maintenance - requires providing service call reception and response, preventive maintenance and inspection, electrical work, plumbing, pest control, and making both internal and external repairs to the facility.� There are over 150 buildings at the Glynco campus, over 60 at Artesia, over 30 at Charleston, and less than 10 at Cheltenham. Grounds maintenance - requires cutting grass, edging, fertilization, weed control, collection and disposal of litter and trash, vegetation cutting and removal, under-brushing, grassing, sodding, erosion control, tree and shrub pruning, tree and stump removal, irrigation, ditch cleaning, and other miscellaneous services.� The Artesia campus encompasses approximately 2,600 acres. Glynco, GA encompasses 1,600 acres. Cheltenham, MD encompasses 225 acres, and Charleston, SC encompasses just over 200 acres. Driver training support - requires maintaining overall inventory control of training vehicles, safety equipment, and driving range consumables, and, ensure the driving ranges are operational when needed.� Required at all sites. Firearm support - requires maintaining overall inventory control of the weapons, ammunition, safety equipment, range consumables, and ensure the firing range is operational.� Required at all sites. Hazardous waste cleanup - requires identifying, labeling, handling, tracking, packing, storing and transporting hazardous materials, explosives, and hazardous wastes.� The hazardous wastes that will be handled include lead ammunition, welding and smoldering supplies, batteries, chemicals, cleaners, paints, sealing compounds, fuel, oil and grease.� Required at all sites. Logistics and Inventory Management - requires shipping and receiving, inventory accounting, loading and unloading deliveries, and moving shipments from the warehouse to their final destination on-center.� Required at all sites. Fleet Maintenance - requires maintaining a supply of tools and equipment, vehicle inspection, preventative maintenance, and repair, and ensuring vehicles are properly fueled and in working order for training.� Fleet Maintenance services would only include Artesia, NM, Charleston, SC, and Cheltenham, MD with most vehicles being located at Artesia, NM. Uniform and Equipment Issue/Return - requires distribution, maintenance cleaning of uniforms and accessories to students and staff.� There are typically 3,000 students on-center a day at Glynco, 1,000 a day at Artesia, 500 at Charleston, and 150 at Cheltenham. Transportation Support - requires providing scheduled training, courier, airport, and administrative transportation services for students, staff, and VIP�s. �A class will typically require transportation for 24-54 students.� Required at each site, except Cheltenham, MD. Dormitory Services - requires cleaning dormitory facilities and equipment, housekeeping, maintenance, and clerical work to include registration.� FLETC has 9 dormitories in Glynco, 4 in Artesia, and 1 in Charleston. Educational Aid - requires maintaining student and training records, data entry, running reports, making student housing forecasts, and handling exams and other clerical work.� Required at all sites.� If it is possible to combine any of the services listed above into a single contract, the contract type would be determined at a later date.� The NAICS Code and size standard would be specific to the type of service.� However, if multiple services were combined, NAICS 561210, Facilities Support Services, with a size standard of $38.5M may be applicable. � FLETC wants to understand the feasibility of combining like services across multiple sites as well as any impact it may have on the ability of small businesses to compete.� We want your honest and candid feedback, as it will play a significant role in our procurement planning. FLETC welcomes all businesses�large and small�to provide their thoughts on the following questions: Is your company capable of providing all of the services listed at all FLETC training delivery points: Artesia, NM, Glynco, GA, Charleston, SC, and Cheltenham, Maryland?� What makes you think so?� If you can perform some services but not others or at some locations but not others, let us know which ones and why.� Is there anything that would limit your company�s ability to compete for these services if they were combined into a single-award contract at one or multiple locations? If you are a small business, would you partner or subcontract with another business or businesses in order to meet the requirements?� Whatever your answer, we would like to know why and whether or not the business or businesses would be large or small. If you are a small business, is there a potential dollar value of an award that may affect your classification as a small business? Are there any efficiencies and/or cost savings that may be seen with your company when combining any of the services listed at multiple locations listed in question 1?� If so, what would they be, and how might those efficiencies and savings be passed onto the Government. Do you have any other feedback for FLETC concerning combining services from multiple locations into a single-award contract? Concerning past performance, would your company be able to show a past performance record simultaneously performing these services at various geographic locations in a single contract as a prime contractor?� If not, please tell us why and what type of past performance you could show as a prime contractor. Please provide�responses by 4:00PM (EST) February 20, 2020. When submitting your answers to these questions, please tell us about your company by including a capability statement, or a single electronic pamphlet, of less than 5 pages.� Please be sure to tell us if you are a large business or a small business under NAICS code 561210 or the appropriate NAICS for the services your company would be able to perform; and please include your company�s DUNS number.� If you are a small business with any additional socio-economic small business classifications (i.e. women-owned, veteran-owned, 8(a), etc.), then please share those with us too. This notice is a request for information only.� FLETC is not obligated and does not anticipate releasing any subsequent solicitation for these services nor is it obligated to follow any of the hypothetical solicitation procedures laid out in this notice.� Should FLETC release a solicitation for any of the services mentioned in this notice�whether consolidated or not consolidated�then it will likely be through the government point-of-entry at beta.SAM.gov.
