The United States of America through the Millennium Challenge Corporation (MCC, for its acronym in English) and the Government of the Republic of El Salvador (the ""Government"" or �GOES�), have entered into a Millennium Challenge Grant Agreement, for an amount of US$365.2 million (US$277 million from United States of America Government, through the Millennium Challenge Corporation and US$88.2 million from the Government of the Republic of El Salvador) (�Grant Agreement""). The Grant will be used to support the following activities: 1) Human Capital Project, 2) Investment Climate Project, 3) Logistical Infrastructure Project; and, 4) the installation and administration costs of the agency responsible for the implementation. The Government, acting through �El Fondo del Milenio II�, hereinafter referred to as ""FOMILENIO II"", intends using part of the Funds for eligible payments under the terms and conditions established in the contract resulting from this process of selecting a consulting firm under the �Quality and Cost Based Selection� (QCBS) procedure, in a transparent and financially viable manner, according to the following detail: Ref. No.: FOM II-QCBS-3324/2020. TITLE: CONSTRUCTION SUPERVISION OF THE POTABLE WATER SYSTEM IN CANTON �EL ZONTE,� THE LITTLE COMMUNITY OF HOUSES �JULUPITO� OF THE MUNICIPALITY OF �CHILTIUPAN� AND THE LITTLE COMMUNITY OF HOUSES �EL PALMAR� OF THE MUNICIPALITY OF �TAMANIQUE,� �LA LIBERTAD.� Original title in Spanish: SUPERVISION DE LA CONSTRUCCI�N DEL SISTEMA DE AGUA POTABLE EN EL CANT�N EL ZONTE, CASER�O JULUPITO DEL MUNICIPIO DE CHILTIUP�N Y CASER�O EL PALMAR DEL MUNICIPIO DE TAMANIQUE, LA LIBERTAD. DATE AND TIME (*1) OF PRE-BIDDING MEETING: January 21, 2020, at 2:30 p.m. DATE AND TIME (*2) LIMIT OF RECEIVING PROPOSALS: No later than January 30, 2020, until 3:00 p.m. Notes: *1 and *2, the official time of the Republic of El Salvador (UTC-06:00) The pre-bidding meeting will be held at the FOMILENIO II Office, or at the place that is communicated promptly through a Clarification Note, which FOMILENIO II will publish on its website, and will send by email to interested persons, who have registered their email for this procurement on the FOMILENIO II website. Although it is not a mandatory meeting, it is highly recommended to attend all potentially interested consulting firms or their representatives. Payments from FOMILENIO II shall be subject, in all respects, to the terms and conditions, including restrictions on the use of the MCC funding agreement. No party other than the GOES and FOMILENIO II shall be rights about the Agreement and shall be entitled to claim funds or resources of MCC. Be excluded from participation in this procurement to any person or entity within the blacklist or suspended from participating in procedures funded by the World Bank or Federal Government funding of the United States of America, or otherwise prohibited by law of the United States of America or executive orders or policies, including under any existing anti-terrorism policy. Interested consulting firms must comply with the minimum requirements established in the respective Terms of Reference (ToR) and the Request for Proposals.
