SOURCES SOUGHT ANNOUNCEMENT � This Sources Sought Notice is issued by the Department of the Navy, Naval Sea Systems Command (NAVSEA), on behalf of the NAVSEA Industrial Operations Division, SEA 04. � CONTRACTING OFFICE ADDRESS:� Naval Sea Systems Command SEA 024 1333 Isaac Hull Avenue, SE Bldg. 197 Washington Navy Yard, DC 20376 � � INTRODUCTION: � This is a SOURCES SOUGHT TECHNICAL DESCRIPTION to determine the availability and technical capability of small businesses (including the following subsets, Small Disadvantaged Businesses, Certified 8(a), Historically Underutilized Business Zone Businesses, Service-Disabled Veteran-Owned Small Businesses and Woman Owned Small Businesses) to provide the required products and/or services. SEA 04 is seeking businesses in the Section 8(a) Business Development Program that can meet the requirements for the planning and execution of a broad variety of business management, technical, and administrative services in support of SEA 04�s mission to design, build, deliver and maintain ships and systems on time and on cost for the United States Navy.�� The Contractor shall provide technical and administrative services to various directorates within SEA 04. �Services under this effort will support business management initiatives, workforce planning, and industrial operation requirements. �Industrial operations specifically include services supporting Government-Owned/Contractor-Operated (GOCO) facilities at the Naval Industrial Reserve Ordnance Plant (NIROP) Allegany Ballistics Laboratory (ABL) located at Rocket Center, WV, and Naval Weapons Industrial Reserve Plant (NWIRP) Bedford, MA.� These services will assist NAVSEA Program Managers with technical and administrative services in support of the Industrial Operations Division�s mission. CONTRACT/PROGRAM BACKGROUND: � Contract Number: �N0002417C4306 Contract Type: �Firm Fixed Price (FFP) Incumbent and their size: �Dextera Method of previous acquisition: �Set aside, Sole source Period of performance:� 30 Sep 2017 � 29 Sep 2020 Brief Description: Provide technical and administrative services to support business operations Place of Performance: Rocket Center, WV; Washington Navy Yard, DC REQUIRED CAPABILITIES: Task 1: Business Management Services The Contractor shall furnish personnel and services to support command business management initiatives at SEA 04, NIROP ABL, and NWIRP Bedford as required.� Contractor personnel must be familiar with DoD, SECNAV, and OPNAV acquisition and program management requirements.� The contractor will support a wide range of business management, acquisition, and administrative programs within the Industrial Operations community. The Contractor shall assist program managers with planning activities, schedule development, and quality assurance surveillance planning.� The Contractor must be knowledgeable regarding various procurement vehicles and compliance with applicable procurement regulations, agency and center policy, and office practices.� Procurement vehicles that the Contractor will assist with administering include: contracts, grants, intergovernmental orders, purchase orders, and cooperative agreements. The Contractor shall provide program management and support services for industrial operations including conducting analyses, action planning support, drafting actionable documentation, and quality assurance monitoring. The Contractor shall provide technical support to NAVSEA Program Managers by assisting with the development of correspondence, guidance, and direction to the Naval Activities and subordinate commands.� The Contractor shall provide business management support for infrastructure capability improvement, system and process analyses, and Information Assurance initiatives.� The Contractor shall assist NAVSEA Program Managers by administering requirements from the Government Owned Contractor Operated (GOCO) facilities and supporting the communication of business requirements to the program development team. The Contractor shall assist Program Managers with Industrial Planning, Resource Planning and planning support for NAVSEA. The Contractor shall provide administrative services to support SEA 04�s overall business operations.� The Contractor shall provide personnel and services to support the following business management support activities: Assist with the identification and technical evaluation of investment projects that support Navy strategic process improvement efforts and conduct post investment analyses; Support document management development, routing, delivery, and record keeping; Provide technical and subject matter assistance during project planning for new logistics, maintenance, or Industrial Operations programs; Assist with data calls, performance of technical analyses, and preparation of monthly and annual reports; Provide administrative support including correspondence development, tracking, distribution, conference support, calendar scheduling, and records and document management; Plan and coordinate annual program reviews for NAVSEA programs; Provide technical assessments by reviewing management metrics and industrial processes for process improvement activities; Provide assistance with workforce planning and development, training plan development, policy analyses, and position description analyses; Analyze and evaluate public private partnership (PPP) proposals in support of industrial operations; Task 2: Industrial Operations Support Industrial operations specifically include services supporting GOCO facilities at NIROP ABL located at Rocket Center, WV, and NWIRP Bedford, MA.� A. General The Contractor shall provide personnel with a minimum of 10 years� experience with DoD industrial operations.� The Contractor shall apply engineering and analytical disciplines required to implement process improvement and business operations for NAVSEA business processes and systems.� The Contractor shall perform feasibility studies and analyses including statistical research, reliability and maintainability analyses, cost benefit analyses, data collection and reduction, and field investigations; in order to assess system, equipment, and organizational performance factors.� Typical conceptual deliverables that the Contractor shall perform include: Analysis of leasing policy and statutes to evaluate long term impact to industrial base as it relates to GOCO facilities; Development/improvement of business processes and documentation through standard operating procedures; Metrics development to ensure alignment with Office of the Secretary of Defense (OSD) goals and objectives; Provide analyses of Government and Contractor investment expenditures as well as normal maintenance expenditures; Participate in and provide analyses to the Government lead for annual infrastructure reviews; Support Reviews and Assessments for Industrial Operations; Assist with the Development of Standard Operation Procedures; Provide daily program support to SEA 04I staff and leadership on GOCO issues as required; Attend conferences, meetings, events, inspections in support of NAVSEA; Provide Trip reports and additional information as required; Provide support, program planning and execution on special, quick, and/or one-off efforts for NAVSEA leadership as required; � � B. Environmental The contractor shall provide personnel with a minimum of 10 years� experience in applying systematic efforts used in the deployment of environmental remediation programs, as it applies to explosive operations.� For NIROP ABL, contractor personnel shall: Represent NAVSEA when interfacing with NIROP ABL�s lessee facility operations environmental manager; Review and submit comments on various documents in the remediation process; Represent NAVSEA in Tier 1 and Tier 2 Environmental Partnering activities, interfacing with Naval Facilities Engineering Command (NAVFAC) Mid-Atlantic (MIDLANT), the United States Environmental Protection Agency (US EPA), and the West Virginia Department of Environmental Protection (WV DEP); Coordinate environmental partnering meetings, plant operations, inspections, and studies with NIROP ABL�s lessee; Review ongoing regulatory inspections that include teaming with NIROP ABL�s lessee to resolve findings; Work with NAVSEA environmental engineers and attorneys to address ongoing regulatory issues; Be familiar with the National Environmental Policy Act (NEPA) process to evaluate applicable categorical exclusions to facilities projects; Support Chesapeake Bay Action Team quarterly and yearly teleconferences Provide updates of Best Management Practices in support of cleaning up the Bay; Support Progress and Indicators (P&I) data calls; � For NWIRP Bedford, contractor personal shall: Review and submit comments on various documents in the remediation process; Represent NAVSEA in Environmental Partnering activities interfacing with NAVFAC, the US EPA, the General Services Administration (GSA), and the Massachusetts State Historic Preservation Office (SHPO); Work with NAVSEA environmental engineers and attorneys to address ongoing regulatory issues;� Be familiar with the National Environmental Policy Act (NEPA) process in regards to the disposition of property; C. Facilities Improvement The Contractor shall facilitate and support the NIROP ABL Annual Inspection Survey (AIS) by: Coordinating facility access to conduct inspections with facility operations management; Participate in identifying AIS findings; Ensuring that NIROP ABL�s lessee enters AIS findings into facility operations maintenance tracking system; Reviewing NIROP ABL�s lessee progress towards completing actions within a year after the AIS; Participating and tracking AIS actions belonging to NIROP ABL�s subtenant until closure; In regards to both NIROP ABL and NWIRP Bedford, the Contractor shall: Manage technical performance, quality control, scheduling, and cost of repairs at NWIRP Bedford; Coordinate with NAVSEA, NAVFAC, the GSA, US EPA, and the Massachusetts SHPO for the demolition of buildings on North side of NWIRP Bedford, MA and for the disposition of entire facility; Use the Plant Clearance Automated Reutilization Screening System (PCARSS) for current NIROP ABL equipment requirements; Participate in monthly Program Status Review of facilities improvement projects; Provide additional review and justifications where required or requested by NAVSEA leadership for Long Term Maintenance (LTM) projects; � � � � � � SPECIAL REQUIREMENTS Must have Secret clearance; Must have minimum of 10 years� experience in the technical management of environmental remediation programs, as it applies to explosive operations; Must have minimum of 10 years� experience with DoD industrial operations; SOURCES SOUGHT: The anticipated North American Industry Classification System Code (NAICS) for this requirement is 541611.� This Sources Sought Synopsis is requesting responses to the following criteria ONLY from small businesses that can provide the required services under the NAICS Code.� To assist NAVSEA in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Sources Sought, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or partnering to meet each of the requirements areas contained herein. �This includes responses from qualified and capable Small Businesses, Small Disadvantaged Businesses, Service Disabled-Veteran Owned Small Businesses, Historically Underutilized Business Zone Businesses Women-owned Small Businesses, and 8(a) companies.� You should provide information on how you would envision your company's areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this announcement.
