Description
The Navy Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk, Contracting Department, Philadelphia Office intends to procure a C-40A Load Master Trainer Unit in support of the Commander, Navy Reserve Forces Command (N7)- Fleet Logistics Support Wing (CFLSW), Air Logistics Training Center (ALTC) located in Fort Worth Texas. Specifically, this initiative is to replace the current C-9B Load Master Trainer (LMT) with a C-40A LMT device (fuselage with wing stubs) to increase quality of training based on fleet configuration and trainee requirements.� Presently, Navy Reserve C-40A Loadmasters train on a C-9B LMT training device.� The Navy Reserve divested/discontinued the C-9B aircraft from inventory on 30 June 2014, making the C-9B LMT obsolete. The training of Navy Reserve Loadmasters is essential to ensure safe and efficient VR transport operations.� Navy Reserve Loadmasters are responsible for the safe on loading and off-loading of all palletized cargo on the C-40A aircraft as well as the direction of K-Loaders or Forklifts within inches of the aircraft.� The addition of a properly configured C-40A LMT training device will allow Navy Reserve Loadmasters to practice load evolutions in a controlled training environment prior to executing actual missions.� The C-40A LMT will also be used for practicing emergency egress procedures such as evacuation drills from the C-40A aircraft.� The current C-9B LMT unit was a repurposed Navy C-9B aircraft that was retrofitted to perform the training tasks required. The forthcoming solicitation will include an invitation for all interested parties the opportunity to visit the installation site to take measurements of the interior and exterior of a C-40A aircraft, as well as survey the hanger in which the C-40 LMT device will be installed. The time, date, and exact location of the visit will be announced within the solicitation, as well as additional site instructions that will be provided to interested parties that respond to the forthcoming solicitation. It is anticipated that the resultant solicitation will result in a contract issued on a firm fixed price (FFP) basis.� The anticipated delivery schedule will be within 36-months from contract award. Interested vendors will be required to submit a non-price quote and price quote.� The evaluation for contract award will consider the non-price quote to be more important than the price quote. The North American Industry Classification System (NAICS) Code is 333318 with a size standard of 1000 employees.� It is anticipated that the resultant solicitation will be issued on a full and open competitive basis. This procurement is being conducted as a commercial item prepared in accordance with the information in FAR Subpart 12.6, using procedures outlined within FAR part 15. Interested parties are solely responsible for monitoring of the aforementioned website for postings of the solicitation and any amendments thereto.
