- Description
- Purpose: This is a request for information for identifying potential sources for a requirement. The Saint Lawrence Seaway Development Corporation (SLSDC) intends, on or about February 1st�to solicit proposals for a maritime training facility to provide Z-Drive training for 2 persons with a course curriculum that includes ASD Tug Handling, an introduction to Z-drive propulsion, and basic operation, to include theory and practical application, hand-eye coordination, docking/undocking, ship approach and stability and hawser work. The course would need to be completed prior to March 20, 2020. Background: The Saint Lawrence Seaway Development Corporation (SLSDC) is a wholly owned U.S. Government Corporation within the U.S. Department of Transportation which owns and operates that portion of the Saint Lawrence Seaway in U.S. territorial waters between Lake Ontario and Montreal, Canada. �The Corporation�s mission is to facilitate the safe and efficient passage of commercial vessels through the Seaway. In addition to operations of the two U.S. locks, the SLSDC also is responsible for all fixed and floating navigation aids in the U.S. sections of the St. Lawrence River. Maintenance and service of these aids is facilitated by the use of our tug and buoy barge. The SLSDC currently has a Tundra Classed Z-Drive tug under construction and due for delivery in early Spring of 2020. Submission: It is requested, that all interested vendors who may wish to participate or provide information via e-mail to: jason.brockway@dot.gov no later than January 27th, 2020, 3:00 pm EST. Responses should be in the form of an attached pdf file or word document no longer than ten (10) pages with type face no smaller than twelve (12) point. The response must include the name of the firm which the respondent represents. The e-mail subject must contain Z-Drive Propulsion Training in the subject line.� Each respondent shall identify its business size. Registration in the System for Award Management (SAM) located at �https://www.sam.gov/portal/SAM/#1 is required for contract award, however it is not required when responding to a Request for Information. The SLSDC would like information and comments on the following: Provide your company name, point of contact and business size/socio-economic status. Please email a capability statement, which may include all appropriate certifications held by the company. A brief description of your approach/capabilities that relate to this potential requirement and any catalog or standard pricing if available. If you do not have the ability to perform these services or you are not interested, please provide a referral of companies that have the capabilities and may be interested. All referrals should at a minimum contain the company name and contact information. Questions regarding this announcement shall be submitted in writing by e-mail to �jason.brockway@dot.gov. Verbal questions will not be accepted and the SLSDC will respond to questions at its discretion. Any and all communications will be sent via email and shall not contain proprietary information.� All questions shall be submitted prior to January 24th, 2020, 11:00 am EST. Vendors who respond to this RFI should not anticipate feedback with regards to their submission other than acknowledgement of receipt. The SLSDC reserves the right to review late submissions but makes no guarantee that they will be reviewed. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The RFI is issued solely for information and planning purposes; it does not constitute a Request for Quotation (RFQ) or a promise to issue an RFQ. Responders are advised that the U.S. Government will not pay any cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party's expense.
