- This is NOT a request for proposal or invitation for bid. Naval Facilities Command Engineering (NAVFAC), Public Works Department (PWD) Newport, located at Newport, Rhode Island, announces a requirement for a Firm Fixed Price (FFP) construction contract for Solicitation Number 0DUMMY5777706, NUWC Building 1171 Basement Comfort Chillers Replacement. This project shall be bid to include all labor, tools, qualified supervision, equipment, materials, supplies, equipment, and permits necessary to complete the General Requirements and Statement of Work. The Government will issue the solicitation as an Invitation for Bid (IFB) as a 100% Total Small Business Set-Aside. Contract award will be based on Far Part 14 � Sealed Bidding. The project consists of a Base Bid. Award shall be made on the total Base Bid price�to the responsive and responsible bidder with the lowest price acceptable to the Government. The IFB will be issued on or about�5 February�2020. The offeror is responsible to monitor and download any amendments for the solicitation from the Contract Opportunities (https://beta.sam.gov) website The work includes the replacement and removal of multiple chillers in the basement of building 1171 as shown on the contract documents, specifications and any incidental related work. Incidental related work shall include but is not limited to a HAZMAT survey in the area of work, to ensure no hazardous materials are present prior to the start of demolition. Work shall also�include the removal of existing Multistack chiller, and replacement of two existing Trane chiller units. The Multistack unit may be removed at any time while the Trane units shall be removed during a non-cooling period of roughly October 1st to April 1st because the units are unable to be isolated from the rest of the system. The multistack chiller removal shall include the removal of unit. Removal of all piping back to furthest isolation valve by cutting and capping without disrupting the existing system. The removal of all conduit and wiring back to the nearest junction box, to remain in service, and the return of the electrical control panel back to the government. The Trane chiller replacement shall include the removal of the two Trane units and equipment pads. The installation of the new 90-ton Trane units, including pipe rerouting, pipefittings, insulation, conduit and wiring to control center, and DDC controls. DDC controls shall conform to the Set Points and Sequence provided. Access point for equipment removal and entry into the space is a two-piece removable louver roughly 74"" tall by 86"" wide which shall be reinstalled at the end of each workday. All work must be scheduled to be complete within this timeframe. An organized site visit will be scheduled and specific date and time will be made available at time of solicitation issuance. Only one site visit will be scheduled and interested offerors are highly encouraged to attend. Bonds will be required. No telephone accepted Potential bidders must be currently registered in the System for Award Management (SAM) to be eligible for award. The Government reserves the right to cancel this solicitation, either before or after the closing date.
