Description

The Naval Air Systems Command (NAVAIR), NAS Patuxent River, MD intends to enter into sole source negotiations with, and subsequently award, a Firm Fixed Price (FFP) contract under the DLA Basic Ordering Agreement (BOA) SPE4A1-19-G-0005 to Aviall Services, Inc. (Cage Code 22819) for the procurement of the MQ-8 M250-C47E engine and components in support of the Fire Scout Program. NAVAIR intends to solicit and negotiate with only a single source under the authority of 10 U.S.C. 2304 (c) (1), as implemented by the FAR 6.302-1, only one responsible source and no other source, supplies, and service will satisfy the Agency�s requirements. The M250-C47E engine is considered a critical safety item, therefore, other sources must obtain engineering source approval prior to contract award. Currently, the Government does not have the data rights necessary to support competition for the M250-C47E engine and components procurement.� As a result, Aviall Services, Inc. is the exclusive part and publication distributor of Rolls Royce Corporation (Cage Code 63005) Model 250 and RR3300 engine product lines. Rolls-Royce, in partnership with Aviall, is the Original Equipment Manager (OEM), sole designer, developer and manufacturer of the MQ-8 M250-C47E Fire Scout engine and engine spare parts. �The Fire Scout Program Office (PMA-266) has determined that the data for the M250-C47E engine and engine spare parts contain restrictive legend and the data is property of Rolls Royce Corporation. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.� A determination by the Government not to compete the proposed contract modification based upon responses to this notice is solely within the discretion of the Government.
