- The National Institutes of Health intends to negotiate on a sole source basis with Joan K. Austin. The NINR Office of the Director is seeking a contractor to provide thought leadership to the most senior staff of the Institute, to represent the Institute at national meetings, and to develop material in support of the Intramural and Extramural programs. Services needed shall include, but are�not limited to,�the following deliverables required by the contractor: TASK 1:� INTRAMURAL PROGRAM ACTIVITIES Training Office Advisory Committee member Meet with the Training Director regularly Review candidates for Summer Genetics Program Graduate Partnership Program (GPP) Development of materials (Interview guide, orientation, Overview of Program, authored a publication on the program) Participation in candidate interviews and selection Review of manuscripts for students � TASK 2:� EXTRAMURAL PROGRAM ACTIVITIES Common Data Elements Initiative Provide updates to senior leadership Coordinate with NLM on NINR CDE Forms (e.g., expand Social Determinants of health) Member of NIH Common Data Elements Task Force CDE Taskforce (NLM) attend bi-weekly meetings and provide updates serve on workgroup for master reference dictionary attend meetings of PhenX workgroup on social determinants of health provide updates on cdRNS, especially regarding use by intramural investigators provide updates on Trans-NIH initiatives related to CDEs � CERTIFICATIONS, LICENSE, PHYSICAL REQUIREMENTS OR OTHER EXPERTISE REQUIRED. The contractor must have: Master of Science in Nursing and Ph.D. in Nursing Published author in an area of nursing science A distinguished track record of contributions to nursing science History of Department of Health and Human Services grants funding Leadership and visionary capabilities in their scientific focus area(s) Strong oral and written communications, interpersonal and team building skills. Strong project management, program development and evaluation skills. Demonstrated leadership and customer service skills. Responses The proposed acquisition action is for items and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1 (b). �If you believe you can provide the items or services requested, all responsible sources may submit a capability statement, which shall be considered by the agency, to the Contracting Specialist, Candis Pelham, at� candis.pelham@nih.gov ��referencing notice number NIH-OLAO-OD3-NOI5584060 on January 16, 2020.� A determination by the Government not to compete this proposed contract acquisition based upon responses to the notice is solely within the discretion of the Government.� Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed. Information provided will be used to assess tradeoffs and alternatives available for the potential requirement and may lead to the development of a solicitation. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. Any solicitation resulting from the analysis of information obtained will be announced to the public in Federal Business Opportunities in accordance with the FAR Part 5.
