- Requests for Information / Sources Sought Notice.��This is a sources sought synopsis for the General Services Administration, Public Buildings Service, Region 8. This is not a solicitation announcement, and there is no request for proposal or related documents. This synopsis is exclusively for market research to determine the interest of qualified contractors. Information gathered from market research may be used to assess the competitive environment, method of solicitation, type of contract, content of the solicitation, and for any other planning purposes. This request for information shall not be construed as a request for proposal nor as a commitment by the Government. Information is to be provided on a voluntary basis. No reimbursement of direct or indirect costs or charges, including postage and shipping, or any other costs will be made as a result of the submission of information. This sources sought notice is for the renovation of office space for the U.S. Probation Office (USPO) at the Ronald N. Davies Federal Building and U.S. Courthouse located�in Grand Forks, North Dakota. General Description of the Work.��The contractor is responsible for all aspects of design and construction to complete the project. The scope includes performing all necessary work to renovate approximately 2,000 square feet of office space on the 2nd floor of the Ronald N. Davies Federal Building and U.S. Courthouse located in Grand Forks, ND. Construction is expected to include the buildout of approximately six offices and space uses for functions such as conference rooms, storage rooms, restrooms, janitorial closets, waiting/processing areas, and interview rooms. Design and construction disciplines may include, but are not limited to, the following: architectural and interior design, structural mechanical, HVAC, fire protection, commissioning and TAB, historic preservation, electrical, and plumbing. Considerations must be given to the possibility of irregular work hours to work around the schedule of building occupants and the Courts. NAICS.�The NAICS code for this procurement is 236220, Commercial and Institutional Building Construction, with a size standard of $39.5 million. Subcontracting.��In accordance with FAR subpart 52.219-14, contractors must perform at least 15 percent of the cost of the contract. Set-Aside.��The set-aside status for the project has not been determined at this time. Industry feedback and interest may be used to better inform the Government about any type of set-aside that may be appropriate for this opportunity. Proposed Solicitation Number.��The solicitation number for this requirement will not be assigned until a request for proposal / solicitation has been posted on Contracting Opportunities through the Government Point of Entry (GPE). The solicitation number will begin with 47PJ0020R, but the four digit serial number has not yet been assigned for the requirement. This sources sought notice will be amended to provide information on the appropriate presolicitation notice and solicitation number once posted to Contracting Opportunities. Bonding.��Performance and payment bonds may be required if the construction contract exceeds $150,000 (see FAR 28.102-1(a)). Period of Performance & Project Schedule. Questions for Response What is your interest level in this requirement if it is set-aside for small business? Would you have a higher level of interest to pursue the project if set-aside for a specific socioeconomic status? Please provide a brief description of your company and reference your business size and socioeconomic status (i.e. 8(a), HUBZone, Woman Owned Small Business, Service-Disabled Veteran-Owned, Small Business, Large Business, etc.). Do you have capabilities to efficiently mobilize for construction in Grand Forks, ND? Have you done work in or proximate to this geographic area? Please indicate any limiting factors that may make the project opportunity less attractive to your business. Closing Date for Receipt of Information.� Reponses to the above information is requested by�January 31, 2020; however, interested vendors may submit responses after the closing date of this sources sought notice.
