THIS IS A SOURCES SOUGHT NOTICE FOR INFORMATION AND ACQUISITION PLANNING PURPOSES ONLY.� THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME. This notice does not constitute a commitment by the Government to issue a Request For Proposal, Request For Quote, Contract, or Order. The Government will not pay for any effort expended or any material provided in response to this announcement. Requests for a solicitation will not receive a response. Purpose: The purpose of this synopsis is to provide a notice to the public of information for the acquisition of general contracting services to repair and alter the Martin Luther King, Jr (MLK) Federal Building located at 77 Forsyth St SW, Atlanta GA� 30303.� This synopsis is a market research tool being used to determine the availability and adequacy of potential small business sources prior to determining the method of acquisition and ultimately issuance of an award. The Government will not pay for any information solicited. If a full and open competition is ultimately pursued, responses to this synopsis will be used to aid in establishing small business subcontracting goals. This project consists of the repair and alteration of the 3rd through the 7th floors of the MLK Federal Building to accommodate agency requirements.� The intent is to develop a suite having 96,158.83 USF and 111,422.34 rentable square feet for use by a Federal Agency. Capability Statement:� The Agency will require Class �A� space to meet space requirements. The building and space must also meet all ADA requirements.� The project shall be limited to buildout (tenant Improvements) in existing building spaces, with limited alterations to the existing building to accommodate spatial and equipment needs. Work shall include, but is not limited to, full design services, selective demolition of existing materials to accommodate the consolidated layout and new rated and non-rated partitions, doors, hardware, ceiling grids, light fixtures, relocation of existing workstations, and coordination of existing building systems with modifications to electrical, communication, audio-visual, upgrades to restrooms and mechanical systems to accommodate agency requirements. Space planning for this project has been performed and will be shared at a later date.� To accommodate this new design, the Design-Build Contractor shall be responsible for producing a complete buildable set of construction documents that incorporates security, accessibility, architectural, electrical, mechanical, telecommunication, audio-visual, and fire life safety upgrades as necessary.� All qualified firms are encouraged to respond. It is requested that interested firms submit, to the contracting officer, a brief capabilities statement package (no more than 10 pages in length, single spaced, 12 point font minimum) demonstrating ability to perform the requested services.� Note:� PAGES IN EXCESS OF THE FIRST 10 PAGES WILL NOT BE CONSIDERED. The documentation shall address, as a minimum, the following:� The firms are requested to provide capability statements that include two (2) examples of�multi-story facility renovation projects completed in the past 5 years valued at least $10,000,000 in which their firm served as the General Contractor (GC).� The firms are also informed that the following building types are preferred: Government, Education, Hospitals, Class A Office Space. Firms must have included the following information for each of the two (2) similar projects:���� a. State whether the firm acted as the Prime Contractor. b. Dates for the two (2) projects. c. Project references (including owner with telephone number and e-mail address). d. Project cost, term, and complexity of job. e. State whether the work was performed in an occupied building. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. This notice seeks information to assist the Government in locating potential sources with the ability to satisfy its requirement. Small businesses including business in all socio-economic categories that are certified and qualified under the North American Industry Classification System (NAICS) Code: 236220 (Size Standard is $36.5 million) are encouraged to respond. All firms and prime contractors entering agreements with the Federal Government shall be registered in the System for Award Management (SAM) database at www.sam.gov prior to award of a contract. Contract Type: Firm-Fixed Price� Estimated Construction Magnitude:��$10 - $15 Million� Small businesses including businesses in all socio-economic categories, that are certified and qualified under the North American Industry Classification System (NAICS) Code: 236220 (Size Standard is $36.5 million), are encouraged to respond. All firms and prime contractors entering agreements with the Federal Government shall be registered in the System for Award Management (SAM) database at www.sam.gov prior to award of a contract. All interested contractors should notify this office in writing, by email (preferred method)�or regular mail by 2.00PM EST on January�28, 2020.� Submit response and information via email to: (Primary Point of Contact � PPOC) julius.teal@gsa.gov or via regular mail to Attention:� Julius Teal, U.S. General Services Administration, Region 4, Acquisitions Division, 77 Forsyth Street, S.W., Atlanta, GA 30303.� Regular mail and email responses will be accepted.��Facsimile responses will not be accepted.� Late responses will not be accepted.� Note:� All information submitted is subject to verification. Additional information may be requested to substantiate responses. The written Letter of Interest must contain the following elements at a minimum: Contractor's names, address, point of contact, phone number and email address. Tax Identification Number and DUNS no. North America Industry Classification System (NAICS) code(s) under which the company operates. Contractor's Bonding Capacity estimated at $20,000,000 in the form of a letter from Surety per contract and aggregate amounts. Indicate whether your firm would partner or joint venture with a large business and still maintain your small business status. State if your firm is a small construction business and any socioeconomic category.� � The Government will review each response and will use the information it receives in response to this sources sought notice a basis for determining whether there exists reasonable expectation of obtaining a sufficient number of offers that are competitive in terms of market prices, quality and delivery.
