- The VA Iliana Healthcare System, 1900 East Main Street, in Danville Illinois is seeking sources with the capability to provide maintenance and support to the Digital Dictation System, including all provided components. The NAICS code for the solicitation to be released is 811212, with a size standard of $30.0 million. Service Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB) Contractor(s) shall respond with their capabilities and proof of registration in VIP at https://www.vip.vetbiz.va.gov/Home/Index . Contractors shall also provide their DUNS number, business size and socioeconomic status under the NAICS Code listed above. All offerors must be registered in the System for Award Management (SAM) database at www.sam.gov prior to submission of any offer. Responses shall be due by 4PM CDT on Monday January 27,2020. Requirement information is as follows: STATEMENT OF WORK DIGITAL DICTATION SYSTEM VETERANS AFFAIRS ILLIANA HEALTH CARE SYSTEM DANVILLE, ILLINOIS For the period beginning March 1, 2020 through February 28, 2021, plus four option years to be exercised at the discretion of the government. GENERAL REQUIREMENTS: Contractor shall provide maintenance and support to the Digital Dictation System in accordance with all terms, conditions, specifications, and pricing for as above at the VA Iliana Health Care System, 1900 East Main Street, Danville, Illinois (hereinafter referred to as VA). EQUIPMENT AND SERVICES REQUIREMENTS: Contractor shall provide personal or telephone maintenance and support of all components of the Digital Dictation System. System components are as follows: VS-550/R Rack mounted Server, Windows 7 Professional, Quad Core CPU, 4 GB DDR3 Memory, Raid 1 (500 GB SATA HDs) Separate HD for Backup Image, LCD, USB Keyboard and Mouse, (2) VS/PCI8/8 8 Port PCI telephony card, (7) iNet3 Transcription Software with head set and foot control. 2. Contract shall be for one base year and four option years to be exercised at the discretion of the government. STATEMENT OF WORK: The contractor shall provide maintenance and support to the Digital Dictation System, including all provided components. Contractor shall make a reasonable effort to respond to any error in software and/or hardware upon initial contact by user within one business day, whether on site or by use of remote diagnostics in coordination with VA s Information Resources Management Service (IRM) and facility Information Security Officer (ISO), as long as support contract is in place. Contractor shall provide telephone assistance in response to user inquiry from 8:00 a.m. to 5:00 p.m. central standard time, Monday through Friday, excluding legal holidays. Contractor shall work with VA (IRM) as needed for Digital Dictation System problems and inquiries. The contractor, their personnel, and their subcontractors shall be subject to the Federal laws, regulations, standards, and VA Directives and Handbooks regarding information and information system security as delineated in this contract. All records will be and remain the property of the VA and will not be removed or transferred from VA except in accordance with U.S.C. 551a (Privacy Act), 38 U.S.C. 5701 (Confidentiality of claimants records), 5 U.S.C. 552 (FOIA), 38 U.S.C. 5705 (Confidentiality of Medical Quality Assurance Records), 38 U.S.C. 7332 (Confidentiality of certain medical records), and federal laws, rules, and regulations. The contracting officer reserves the right to designate a contracting officer s technical representative who will monitor compliance with the contract and report to the contracting officer of any actions that would hinder the successful performance of the contract. The contracting officer hereby designates Ms. Holly True, Program Assistant, Medical Administration Service (136E), VA Iliana Health Care System, 1900 East Main Street, Danville, Illinois 61832-5198 as the technical advisor and contracting officer s technical representative (COTR). Ms. True can be contacted at (217) 554-3751; FAX (217) 554-4572. Contractor shall not store, generate, transmit or exchange VA sensitive information. The VA will provide secure oversight for remote maintenance to the servers located at VA facility. The position sensitivity has been designated as Low Risk. The level of background investigation commensurate with the required level of access is National Agency Check with Written Inquiries.
