- The U.S. Army Corps of Engineers, New England District will be issuing an Invitation for Bids Fire Alarm and Mass Notification System Specialized Speakers for Acoustically Challenging Spaces Soldier Squad Performance Research Institute Natick Soldier System. The proposed project involves the construction of a new 80,600 SF laboratory building to include Administrative Space, Laboratory Space, Network Operations Center and Soldier Performance Lab Areas.� The project will also include an optional back-up power supply generator.� The project includes related infrastructure such as mechanical rooms, site improvements and utility connections.� Construction will also require the demolition of 2-existing buildings and supporting facilities within an area in close proximity to other active buildings at the Natick Soldier Systems Center (NSSC). The project will be solicited as an Unrestricted Invitation for Bid (IFB) procurement.� This IFB procurement will contain definitive responsibility criterion (DRC). In addition to examining the responsibility criteria in FAR 9.104-1, the Contracting Officer will examine whether the low bidder can meet the requirements of the solicitation by demonstrating experience in the following: (1) successfully completed (construction completed and turned over to owner for use) a minimum 2-story (not including a below ground level space), structural steel-framed building with a Heating, Ventilation, Air Conditioning (HVAC) controlled interior in the past five (5) years where the base bid amount exceeded $20M; (2) This experience shall not include a pre-engineered sole-sourced structure from a single manufacturer. Failure to meet these criterion will result in the low bidder being found not responsible, and award will be made to the next low bidder who is found to be responsive and responsible. The low bidder shall be asked to provide documentation of their ability to meet this definitive responsibility criterion via self-performance or acceptable business arrangement with specialized sub-contractor(s). This is not an invitation for bids at this time. The solicitation requirements and contract documents to include instructions for submission and the response date will be available on or about the end of February, beginning of March, 2020 and will be available for downloading by accessing the SAM.beta.Gov website (https://beta.sam.gov/). Please note this solicitation will be UNRESTRICTED. In order to view this solicitation, prospective contractors are required to self-register their firm with SAM.beta.Gov (go to https://beta.sam.gov/ and register under Vendor/Citizen). Amendments, if any, to the solicitation will be made available at the https://beta.sam.gov/ website. Neither telephonic, mailed nor fax requests will be accepted.
