Description
The U.S. Fish & Wildlife Service (USFWS) is anticipating negotiation and award of two to five negotiated, firm-fixed priced IDIQ contracts for Architectural and Engineering (A/E) services in accordance with FAR Subpart 36.6 selection procedures. The USFWS is seeking qualified contractors to provide planning, design, and oversight of the implementation of aquatic restoration projects. The awarded contract will require Architect-Engineer services. Task orders may include work of the following types: site assessments, data collection and analysis, partner coordination, permit preparation, development of alternatives for restoration projects, including recommendations and design of instream, wetland, floodplain, and riparian restoration projects to restore natural site conditions for the benefit of fish and wildlife. The geographic location of the work is Oregon, Idaho, and possibly Washington State (though not confirmed). The term of the IDIQ contracts will be one, one-year base period plus four, one-year option periods. Total contract amount per awarded contract is estimated at $300,000 per year or $1.5 million with options (if exercised). Individual task orders may range from $1,000 to $200,000 with the maximum task order value of $300,000 per year. SF330 submissions will be evaluated utilizing the following evaluation factors: (1) Specialized Experience/Technical Competence, (2) Professional Qualifications, (3) Past Performance, and (4) Management Experience. The primary North American Industry Classification System (NAICS) code will be 541330 Engineering Services. The small business size standard will be $16.5 Million. This acquisition will be a TOTAL SMALL BUSINESS SET ASIDE. Detailed requirements will be listed within the solicitation once it is issued. A public request for SF-330s in accordance with FAR 36.601-1 is expected to be posted to beta.sam.gov on or around 01/31/2020 in electronic format only.
