- 36C256-20-Q-0181_1 A0002 This amendment clarifies , adds, or corrects information in the Combined Solicitation Synopsis. It extends the date specified for receipt of offers to accommodate the advertisement of the Request for Information answers. Please see answers below. The date for receipt of offers is changed from January 16, 2020 to January 21, 2020. Please see answers to Request for Information below. CLIN 0001 period of performance is changed to read 34.5 weeks. P. 3, 1.3. Final destruction shall occur at a NAID certified location contradicts p. 7 which states where practicable . Since NAID certifies entities rather than locations, and does not certify recycling centers at all, could this requirement please be removed? The last sentence of 1.3 bullet 3 is removed and NAID requirement is removed from requirement. This section calls for service every other week whereas elsewhere weekly serviced is indicated. Please confirm which is correct weekly or bi-weekly. Weekly P. 7, 1.5.5.4. This section mentions national security classified . Please confirm that there will not be any national security classified material presented. A VAMC does not normally generate classified material, and such material requires special handling, security clearances, etc. The wording for this section is taken directly from the VA Directive 6371 Appendix A, page A-1. It states, However if the records require special protection because they are national security classified or deemed confidential by statue . This can be interpreted as a contingency if the situation is ever encountered in the VA. There is no mention of special protection because they are national security classified or deemed confidential by statue in the PWS other than the general information section of the solicitation. P. 13, 5.5. Locations of consoles continuously change , which is repeated on p. 15, 5.1.8.1. How will the location of consoles be tracked? At Present contractor tracks bins by serial number and location if one is to be moved� contractor in notified of change Historically how much are consoles moved around? This depends on the movement of departments in the VA Due to Construction and renovation projects Historically how often is the number of consoles increased and/or decreased at each location? The numbers have stayed the same over the last 4 years no increase or decrease P. 14, 5.1.1. Are the small consoles for media to be picked bi-weekly as noted here, or monthly as stated in 5.1.8.1? Change to weekly to maintain consistency Will a service that falls on a Federal Holiday be rescheduled for the same week, or does excluding Federal Holidays indicate that service will be skipped that week? Rescheduled before or after P. 14, 4.1.8.1. Rolling bins will be available for use by the medical center on an as needed basis. Please explain if this refers to the ten rolling bins in 5.1.1 or there is a need for additional rolling bins. If so, what is the quantity needed and how often will they need servicing? This refers to the 10 bins 5.1.1 P. 16. Please confirm that VA Directive 6371 is the guiding document for the shredding process. Yes P. 20, price schedule. The quantity of 270 consoles in each CLIN does not match the count for consoles on pages 14-15, nor does it match the total number of containers in that list. Please confirm what number we should use when entering pricing in the price schedule, and if what we will be servicing on is the price schedule quantity of 270, or the quantities broken out in the list on pages 14-15. Correct price schedule to read 272 consoles, per p14-15 5.1.1-5.1.7 P. 23, Part A, 1. Please explain the requirement for Microbiological Testing Services or kindly delete it. Delete Typo. Replace with Document Shredding Services. P. 23, Part B, 2. Can you please describe what a prudent person would pay for these services? Is that person the CO who is making the award? A Quoter s price quote will be evaluated for reasonableness. For a price to be reasonable, it must represent a price to the Government that a prudent person would pay when consideration is given to prices in the market. Normally, price reasonableness is established through adequate price competition, but may also be determined through price analysis techniques as described in FAR 13.106-3. Since this is an SDVOSB set-aside, and the Limitations on Subcontracting apply, the awardee cannot pay a similarly situated subcontractor more than 50% of the award. This means that comparing an SDVOSB offer to previous awards to contractors (e.g. small or large businesses) who were not required to meet this regulation is patently unfair. Will Limitations on Subcontracting be taken into account when evaluating offers? Evaluation and award will be conducted in accordance with the requirements of FAR 13.106-2(b)(3) How will awardee adherence to the regulation be enforced? See VAAR clause 852.219-74 At the main campus, across how many buildings will the containers be spread and how far apart are they? At all locations, will any bins be located above/below the ground floor? If so, are elevators available to move them to the ground floor? 3 all connected by ground floor See Floor Plans attached 1 out building ground access via main building sidewalks Is there a loading dock at any of the locations? Yes. Current contractor uses ramp to parking lot in secure area of loading dock area. Is there sufficient parking for our truck at each location for the time it will take to retrieve containers, shred the contents and return the containers? Yes Is there a current contract for the work being solicited? Yes If so, please provide that awarded contract number or task order number (NOT the incumbent GSA contractor number). VA256-15-F-0333 Please provide the name of the incumbent contractor. Shred-it � is a Stericycle solution Please provide the annual contract amount. $98,866.17 Is the level of effort being performed under the current contract fundamentally the same as what will be required to fulfill # 36C25620Q0181? Yes Is the QASP document in the solicitation package for informational purposes only, to be filled out post-award? Yes Removes The statement : One (1) Part A - Content of the Non-Price Factors/Technical Part. The Quoter shall provide a technical approach that details how the requirements of the SOW will be accomplished. At a minimum, this shall include the following: The intended strategy to complete all tasks as described in the SOW. A description of the company s technical ability to provide Microbiological Testing Services in accordance with the terms, conditions, specifications, and requirements of the solicitation and resulting contract. And changes it to: The narrative summary may describe the Contractor s capability, stability and strengths. 3. As of this posting Requests for Information , will no longer be received by the Government for this requirement. Please sign and return all Amendments.
