Description
Lead-Paint Removal and Repainting of Multiple Buildings at the Paradise Valley Guard Station, Santa Rosa Ranger District, Humboldt-Toiyabe National Forest, NV Scope of Work Project background and Objective The intent of this contract is to complete preparation of exterior paint surfaces and repaint a maximum of eight buildings at the USDA Forest Service Paradise Valley Guard Station. Building preparation consists primarily of lead-paint removal and proper disposal of the deteriorated exterior paint surfaces. There are also a significant number of holes and gaps in the plank siding that need to be filled prior to repainting. Attached painted structures, such as decks, attached to the main structure shall be included in this work. Several buildings are currently in use, so some level of tarping and exclusion techniques will be necessary to prevent migration of lead dust and chips away from the structures during preparation. Lead paint samples recently analyzed reveal concentrations of lead exceeding the acceptable criteria of 5,000 mg/kg lead. The condition of the exterior walls is poor; the majority of the paint is peeling, flaking or curling and considerable portions of the exterior wood planks are exposed to the elements. Some planks have begun warping and pulling from the plywood sheathing. These are historic structures, therefore all paint removal techniques must be performed manually and not impart an adverse effect to the wood components. No sandblasting or other destructive methods will be considered. The lead paint removal should leave the house with a high percentage of bare wood. The wood siding, trim, window panes and doors will be primed and painted according to specifications outlined elsewhere in this solicitation. All structures are either on or eligible for the National Register of Historic Places. Therefore, all work on performed by the contractor shall comply with the Secretary of the Interiors Standards for Rehabilitation and Illustrated Guidelines for Rehabilitating Historic Buildings in order to maintain the historical integrity of the structures. Location and Access The project is located at 385 South Main Street in Paradise Valley, NV 89426. From Winnemucca, NV travel north on US-95 for approximately 22 miles. Turn right onto NV-290 towards Paradise Valley and travel approximately 18 miles. The dwelling is on the northeast corner of NV-290 (S Main Street) and 4th Street. Estimated Price Range between $100,000 to $250,000 Estimated Start Date: June/July 2020 NAICS: 238320 and Size Standard $16.5M
