- This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. Naval Surface Warfare Center Carderock Division (NSWCCD) intends to award a firm fixed price (FFP) purchase order using Simplified Acquisition Procedures for MATLAB software for the Naval Surface Warfare Center Carderock Division as specified in the attached Requirements. Government intends to solicit for a brand name requirement based on the following reason: MATLAB software is proprietary and only resold from certified vendors. This announcement constitutes the only solicitation and a written solicitation will not be issued. Quotes are being requested under Request for Quote (RFQ) no. N0016720Q0023. The NAICS code is 511210 and the business size standard is $41.5 millio. The provisions and clauses included and/or incorporated in this solicitation document are those in effect through the Federal Acquisition Circular. This RFQ incorporates all provisions and clauses in effect through Federal Acquisition Circular FAC 2020-03 and the Defense Federal Acquisition Regulation Supplement (DFARS) DPN 20190531. SEE ATTACHEDSOLICITATION FOR CLAUSES AND PROVISIONS. The Government will award a contract resulting from this solicitation to the responsible offeror whose proposal, conforming to the solicitation that will be most advantageous to the Government, price and other factors considered. The Government intends to evaluate all timely proposals received from eligible offerors on a lowest price technically acceptable (LPTA) basis. The Government intends to evaluate proposals and award a contract without discussions with offerors. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. Evaluation Factors (in order of importance) 1.Technical � Offerors� quotes must reflect the required Minimum Requirements included in theRFP. 2.Price � Offerors� quote must include all applicable costs to Bethesda, MD 20817.See 52.212-2- EVALUATION OF PROPOSALS, incorporated into this solicitation at pages 21 - 22, for additional information regarding the evaluation process for this award. Questions/clarification regarding this solicitation must be submitted via email to vincent.a.giordano@navy.mil and gary.whitney@navy.mil no later than 22 January 2020, 10:00 AM EST. All questions will be answered in an amendment to the solicitation. Quote packages are due by 24 January 2020 by 10:00 AM EST. Late quotes will not be considered.
