Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number M00318-20-Q-0002 is issued as a Request for Quotation (RFQ). This RFQ and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-02 and Department of Defense FAR Supplement (DFARS) current to DPN 20190531. This is a 100% total small business set-aside. The applicable North American Industry Classification System (NAICS) code is 811490, Other Personal and Household Goods Repair and Maintenance, and the small business size standard is $8.0 million. Contract Line Item Number (CLIN) 0001: Preventive/Corrective Maintenance - Base Year Description: Contractor shall provide preventive/corrective maintenance in accordance with the Performance Work Statement (PWS). The contractor shall provide a total of one-hundred and sixty hours (160) of service in a one-year period of performance (POP) at an expected rate of forty (40) hours per quarter. Actual number of hours per quarter may vary; however, they shall not exceed one-hundred and sixty during a one-year period. Quarterly hours will be scheduled between the contractor and the Government representative. Unit of Issue: EA Quantity: 160 Period of Performance: One year from date of award. Contract Line Item Number (CLIN) 1001: Preventive/Corrective Maintenance - Option 1 Description: Contractor shall provide preventive/corrective maintenance in accordance with the Performance Work Statement (PWS). The contractor shall provide a total of one-hundred and sixty hours (160) of service in a one-year period of performance (POP) at an expected rate of forty (40) hours per quarter. Actual number of hours per quarter may vary; however, they shall not exceed one-hundred and sixty during a one-year period. Actual number of hours per quarter may vary; however, they shall not exceed one-hundred and sixty during a one-year period. Quarterly hours will be scheduled between the contractor and the Government representative. Unit of Issue: EA Quantity: 160 Period of Performance: One year following option year 3. � The provision at FAR 52.212-1, Instructions to Offerors -- Commercial Items applies to this acquisition. The clause at 52.212-2, Evaluation - Commercial Items applies to this acquisition. The following addendum describes the evaluation criteria being utilized for this requirement: 52.212-2 ADDENDUM Evaluation and Award: The Government will award a contract resulting from this solicitation to the responsible vendor whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes (factors are not listed in any particular order): Factor 1: Total Evaluated Price [Base 12-month year plus (4) 12-month Option Years with 6-month extension] Evaluation Criteria: The vendor�s price submission to include options will be evaluated. The Government may determine that a quote is unacceptable if the option costs are significantly unbalanced. Evaluation of the option shall not obligate the Government to exercise the option. The vendor's total evaluated price (TEP) for the purpose of evaluation ONLY will include the base period and option years� prices. If competitive quotes are not received, the Government reserves the right to utilize other methods identified in the FAR to determine price reasonableness. The Government intends to evaluate quotes and award without discussions; therefore quotes should be the vendor�s best pricing. Regarding calculation of pricing, please refer to FAR 52.212-2(b). Factor 2: Technical capability of the vendor to meet required specifications [Certifications] Evaluation Criteria: The vendor shall submit current and valid certifications for contractor(s) that will be performing services under this contract. Certifications shall be for outboard engine mechanic(s) capable of performing services on Yamaha and Mercury engines and shall be submitted during the time of quote submission. Past performance will not be formally evaluated, but will reviewed during the responsibility determination pursuant to FAR Part 9. Vendors are advised to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items with their quotation or offer.
