Description
This notice is a combined synopsis/solicitation for commercial items using Simplified Acquisition Procedures. This acquisition will be made in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 �Streamlined Procedures for Evaluation and solicitation for commercial Items,� as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation (a written solicitation will not be issued) and quotes are being requested. The Solicitation number is RFQ-NIAID-2007380 and the solicitation is issued as a Request for Quotes (RFQ). This acquisition will be processed under FAR Part 13 Simplified Acquisition Procedures (SAP). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2020-04, effective 01/15/2020 The North American Industry Classification System (NAICS) code for this procurement is 811219, Other Electronic and Precision Equipment Repair and Maintenance, with a small business size standard of $20.5 million. The acquisition is being compete full and open with no small business restriction. Description of the Requirement: The Center for Human Immunology, Autoimmunity and Inflammation (CHI) executes its research using a systems biology approach. The CHI forms collaborations with investigators whose research may not have a primary endpoint based on immunological factors, though these factors may play an integral role in the condition of interest. One aspect of the systems biology approach used for these collaborations is proteomic analysis.� The CHI currently owns a Helios, a CyTOF system (mass cytometry by time of flight mass spectrometry) instrument which uses heavy metal labelling for high-dimensional biological functional profiling. The data produced by experiments run on this instrument support research across 11 different institutes at the NIH.� This acquisition is to add a maintenance agreement to keep this equipment working optimally. The CHI currently owns a Helios, a CyTOF system (mass cytometry by time of flight mass spectrometry) instrument. In order to maintain the integrity of ongoing research, it is imperative that this equipment be maintained in fully operational status.� This maintenance agreement will protect the investment of the laboratory in both equipment and the research in progress. The period of performance for the base year of this requirement is 01/27/2020-01/26/2021. The government intends to award this contract as a base year, plus two option years, firm fixed price, in accordance with FAR 52.217-9. (Option 1 01/27/2021-01/26/2022, Option 2 08/18/2021-08/17/2022.� All interested parties should submit quotes based on the criteria detailed in the attached description of the manufacturers basic service option attached to this RFQ.� Offerors must quote a total annual service price for the base year and 2 option years. All responsible sources who are certified by Fluidigm, as authorized third-party repair vendor may submit a proposal showing their capabilities and past performance repairing this type of equipment. The vendors shall provide certification from original equipment manufacturer that they are authorized to perform these services and have access to OEM parts and supplies. All responsible sources may submit a response that will be considered.
