- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This Request for Quotations incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-84 dated Nov 1, 2015. All responsible sources may submit proposals that will be considered by the agency. The contract will be awarded on a firm-fixed-price basis using simplified acquisition procedures in accordance with FAR Part 13.5. Past performance will be considered in the selection of the awarded vendor. The United States Coast Guard Surface Force Logistics Center has a requirement for the following: TECHNICAL SERVICES FOR OILY WATER OFFLOAD FOR CGC DOUGLAS MUNRO (WHEC-724) (SOW SP20191230DMUN) Background.� CGC DOUGLAS MUNRO took on water while transiting in heavy weather. The water has been transferred from the chain locker and flammable stores compartment to the forepeak (normally a ballast tank) and the dirty oil tank. � References. Test results for product in the forepeak and dirty oil tank. SFLC Standard Specification 0000 Appendix A � Scope. This requirement is for the offload of 7,500 gallons of oily water from the forepeak and 3,500 gallons of oily water from the dirty oil tank. Cleaning of the forepeak for removal of all oily water residue so the forepeak can be used as a ballast tank (fill and discharge as needed by the cutter and in accordance with environmental policies). � Tasks. The contractor shall provide onboard engineering services to offload approximately 11,000 gallons of oily water and dispose of all product. After offload of the product provide services to clean the forepeak of all residual oily water. Dispose of forepeak residual and any cleaning or rinsing products used to clean the forepeak tank. Conduct all work in accordance with SFLC Standard Specification 0000 Appendix A. Set up suction pump and hoses to remove product from DOUGLAS MUNRO forepeak and place in acceptable containers off the cutter. Set up spill containment as required by federal and local laws. Remove all trash (rags, tools, equipment) after all product has been removed. Remove all trash (rags, tools, equipment) after all product has been removed. Access and clean the forepeak tank. Gain access to the forepeak and wash all surfaces to remove product residue form all surfaces. Provide sample from the tank bottom for inspection by cutter Engineer Officer for approval and agreement that residue has been removed. � Delivery. Contractor shall provide the Contract Officer Representative a copy of the Environmental Management Plan referenced in SFLC Standard Specification 0000 Appendix A Paragraph A2.1.1. The Contractor shall provide the Engineer Officer a sample from the tank bottom for inspection prior to considering the tank cleaning completed. Government furnished property.
