- Description: The Naval Air Systems Command (NAVAIR), Precision Strike Weapons Program Office (PMA-201), intends to enter into sole source negotiations and subsequently award a Firm-Fixed-Price (FFP) contract to Zenetex, LLC., against the Basic Ordering Agreement (BOA) N00019-18-G-0022. �The anticipated delivery order provides for the development and delivery of software to create a Harpoon Air Launched II+ (HAL II+) missile simulation model to interface with the Government's Weapon Server Common Environment (WSCE).� Contract award is anticipated for the fourth quarter of fiscal year 2019 and is anticipated to be for 18 months. This delivery order is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304 (c)(1) as implemented by Federal Acquisition Regulation (FAR) Subpart 6.302-1, only one responsible source and no other services will satisfy agency requirements.� All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.� Unless stated herein, no additional information is available.� Requests for the same will be disregarded.� A determination by the Government not to compete this effort is solely within the discretion of the Government.� Zenetex, LLC. is the only known qualified, responsible source that can fulfill the requirements specified herein, and has past history in designing, developing, and modifying a variety of Harpoon training systems, including the Harpoon Embedded Trainer, Harpoon Employment Training Aid, and Submarine Embedded Trainer. �Zenetex maintains and controls both the Technical Data Package (TDP) and the manufacturing documentation for the Block II Missile training systems and the Government does not have sufficient technical data rights to use the TDP in a competitive solicitation.� Subcontracting opportunities may be available and should be sought with Zenetex at the following address: Zenetex, LLC., 13800 Coppermine Rd, Suite 307, Herndon, VA 20171-6163. �There is no commitment by the Government to issue a solicitation, make an award or awards, or be responsible for any money expended by interested parties before award of a contract for the effort described above.� Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract.
