THIS IS NOT A SOLICITATION ANNOUNCEMENT. THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. THE PURPOSE OF THIS ANNOUNCEMENT IS FOR MARKET RESEARCH PURPOSES ONLY. RESPONSE TO THIS ANNOUNCEMENT WILL BE USED BY THE GOVERNMENT TO MAKE APPROPRIATE ACQUISITION DECISIONS. A SUBSEQUENT SOLICITATION ANNOUNCEMENT MAY FOLLOW. RESPONSES TO THIS ANNOUNCEMENT WILL NOT BE CONSIDERED AS AN ADEQUATE RESPONSE TO ANY FUTURE ANNOUNCEMENT. The General Services Administration (GSA) is seeking a qualified Prime Contractor sources with proven experience and expertise in Recycling Services. �This acquisition will be at the Internal Revenue Services (IRS), National Distribution Center (NDC), 2525 Revenue Drive, Bloomington, IL �61705-2500. �The NAICS code for this requirement is 562111. The Contractor shall remove the recyclable materials within the prescribed time period and furnish all necessary labor, materials, and transportation for removal of the recyclable materials. The Government will provide the labor for stacking material on pallet, shrink wrapping and loading material onto the Contractor�s vehicles. A. Material Types: The Contractor will purchase, remove, and dispose of Mixed Paper, Old Corrugated Cardboard, and Shrink Wrap materials. B. Material Definitions: � �a. Mixed Paper: Consists of a mixture of various qualities of paper not limited as to type of packing or fiber content. This will include miscellaneous ledger, file stock, wet strength heavy books, magazines, slick-coated paper, colored paper, carbonless paper, groundwood computer paper, groundwood printing and copier paper. No more than ten percent (10%) total outthrows or prohibitive materials by weight. � �b. Old Corrugated Containers: Consists of a mixture of various qualities of corrugated containers not limited as to type of finish or fiber content. No more than five percent (5%) total outthrows or prohibitive materials by weight. � �c. Shrink Wrap: Plastic film used as packaging material; compacted 80 gauge clear and 8p gauge black plastic film that originally was packaged in 20 foot rolls. C. Transportation Responsibility: All recyclable materials shall be secured in such a manner by the Contractor as to prevent the materials from dropping off the conveyance while being transported. D. Weighing: � �a. A representative of the government will weigh the material at the NDC. The weight of the material(s) will be entered on the GSA Form R5-1345 and submitted monthly.� Pickups will occur during normal operating hours; no pickup on Saturdays, Sundays or Federal Holidays. �Under normal circumstances, the Contractor will be called for pickup when the staging areas are believed to accommodate a full truck load. �The pickup must occur within 24 hours of notification. FY19 Weights Mixed Paper 18 tons Old Corrugated Containers 54 tons Shrink Wrap less than 1 ton The Contractor will return to the Government a portion of the proceeds for sale of the recycled materials based on the sale price at the end of the month in which the paper is picked up. Price to be determined by the PPI Pulp & Paper Week Magazine�s Domestic Recovered Paper Prices for the Midwest published on the 5th of each month. It is the desire of the Government that all solid waste/recyclables collected as a requirement of this contract shall be removed from the premises and transported to a processing facility for the purpose of remanufacturing or recycling to the extent available. All solid waste not transported to a facility for remanufacturing or recycling shall be disposed of only through a solid waste disposal facility that has been certified by the appropriate State Agency responsible for solid waste management, or by the U.S. Environmental Protection Agency. Additional property location sites and recyclable materials may be added during the contract period in accordance with the terms and conditions of the contract and subject to the mutual agreement of the Contracting Officer and the Contractor.
