- The US Army Corps of Engineers, Walla Walla District is issuing a solicitation for the services to conduct a Precision Industrial Metrology Survey prepared in accordance with Federal Acquisition Regulation 12.6. The NAICS code applicable to this acquisition is 541990, with a Small Business Size Standard of $16,500,000 as determined by 13 CFR 121.104. Competition for this requirement is Set-Aside for small business. Offers received from other than small business offerors will not be considered. When available, the solicitation documents for this project W912EF-20-Q-0021 will be provided via Beta.SAM https://www.beta.sam.gov on or around 16 January 2020. Please do not submit a quote without the solicitation package that will be provided to industry by the Government as specified above. The solicitation will be a Request for Quote (RFQ). The official quotation due date will be contained in the solicitation and any solicitation amendments that may be issued. SCOPE OF WORK The Contractor shall provide all labor, supplies and equipment to conduct a Precision Industrial Metrology Survey of the downstream miter gate at McNary Lock and Dam located in Umatilla, Oregon.� The work will need to be performed during the March 2020 annual navigation lock outage. The McNary downstream gate is a two-leaf arched miter gate that measures 106 feet tall by 86 feet wide, with each gate leaf weighing approximately 400 tons, and was placed in service in 1954. The existing downstream miter gate has fatigue cracking near the bottom of the Miter gate leafs.� The extent of the cracking resulted in USACE performing several years of structural and mechanical repairs to the Miter Gate Leafs and installing permanent instrumentation in 2019 to monitor the overall health of the gate and gudgeons and to also minimize annual full dewatering of the Navigation Lock.� Information obtained from this metrology survey will provide the geometry of the gate that will assist the Government in making decisions on future repairs and/or replacement of the gate and gate equipment.� Goals of this metrology survey are to determine alignment of the embedded wall Quoin Posts, alignment of the wall Quoin blocks, alignment of miter gate Quoin blocks, miter gate Quoin troughs, Miter block alignment at miter end, and alignment of miter block troughs.� The survey should also determine the gaps at the quoin ends of the gate as well as the miter ends of the gate, drawing MDN-1-5-4/16 gives a good representation of alignment geometry.� The government is trying to determine for example the gap of each gate leaf at the miter end based upon the centerline of the lock.� The edge of the sill angle at the centerline of the lock will be the reference point in which all data taken shall reference back to.� This reference point shall be labeled so that x, y, z are easily separated.� An example could be x, y, z � (5000, 10,000, 1,000).� For elevations of items such as gudgeon pins, the Government is assuming all coordinates from points measured will be taken from that point.� If a different point would be a better reference point, that can be submitted as part of the Miter Gate Quality Control Plan.�� Important Note: the Beta.SAM response date listed elsewhere in this synopsis is for Beta.SAM archive purposes only.
