- Description
- The U.S. Army Contracting Command, Aberdeen Proving Ground (ACC-APG), on behalf of Integrated Logistics Support Center, Enterprise Soldier Aviation (ILSC- ESA) intends to issue a sole source award to The Raytheon Company (Raytheon), 1001 Boston Post Road E Marlborough, MA 01752 under the statutory authority permitting Other than Full and Open Competition 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.� The contractor is the sole developer, integrator and Original Equipment Manufacturer (OEM) of the AIR TRAFFIC NAVIGATION, INTEGRATION AND COORDINATION SYSTEM (ATNAVICS) and FIXED BASE PRECISION APPROACH RADAR (FBPAR) for over fifteen (15) years and is currently providing the required support services.� The ATNAVICS and FBPAR systems were developed to meet the Government specifications that only defined form, fit and function (F3) requirements at the system level.� The Government does not possess a Level III Technical Data Package (TDP) with detailed drawings for a competitive maintenance contract effort.� This contract action will provide support services to include repair services for the ATNAVICS/FBPAR Line Replaceable Units (LRUs), System Restoration (RESET)/Refurbishment and deployment of Field Engineers (FE) to perform engineering services on hardware and software in support of the ATNAVICS and FBPAR systems. These systems are fielded in Continental United States (CONUS) and Outside Continental United States (OCONUS) locations. This notice of intent is not a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interests of the Government. Interested parties may identify their interest and capability to respond to this requirement, no later than 11:00 am EST,�02 February, 2020. All information submitted should support the offeror's capability to provide the items and services required, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offeror's bona fide capability to provide the items and services. Verbal responses are not acceptable and will not be considered. Responses may be submitted via email if the total file size is less than 5MB.
