Description
This notice is a combined synopsis/solicitation for commercial items using Simplified Acquisition Procedures. This acquisition will be made in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 Streamlined Procedures for Evaluation and solicitation for commercial Items, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation (a written solicitation will not be issued) and quotes are being requested. The Solicitation number is RFQ-NIAID-2001907 and the solicitation is issued as a Request for Quotes (RFQ). This acquisition will be processed under FAR Part 13 Simplified Acquisition Procedures (SAP). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) FAC 2020-02 and effective 12/23/2019. The North American Industry Classification System (NAICS) code for this procurement is 325413,, IN-VITRO DIAGNOSTIC SUBSTANCE MANUFACTURING, with a small business size standard of 1250 employees. This requirement IS SET-ASIDE for small business. Background and laboratory needs: The Tuberculosis Research Section (TBS) of the Laboratory of Clinical Immunology and Microbiology (LCIM) Focuses on the development of novel chemotherapeutics and immunotherapeutics for the treatment of tuberculosis and related diseases; because much of the inherent drug resistance of Mycobacterium tuberculosis is due to their highly impermeable cell wall, important targets for new drug development lie in the enzymatic pathways responsible for cell wall biosynthesis and assembly and conducts studies to understand the pathways responsible for the synthesis and modification of mycolic acids, the major component of mycobacterial cell walls, using tools from both biochemistry and molecular genetics to foster a deeper understanding of the interactions between the various molecular components of the cell wall and create genetically engineered strains which are defective in cell wall synthesis and have utility as new improved vaccine strains; targets chemotherapeutic enzymes involved in the modification of such molecules through the construction of directed combinatorial libraries of known inhibitors of similar chemical reactions and by construction of libraries of analogs of known antituberculars. Glycomimetic are compounds that have structures similar to carbohydrates and have modified biological activities. Our laboratory is seeking to acquire a diverse molecule library of this class of compounds to screen against M. tuberculosis to look for novel compounds with anti-tuberculosis activity. The ordered compounds need to be provided at 0.2 ul and 5mM. We need a large diversity of library compounds (>2000). Fluorescent M. tuberculosis will be incubated with these compounds and fluorescence will be read off after a few days of incubation. We will determine the minimal inhibitory concentration with the plate readers data and determine if there are compounds in the library with anti-tuberculosis activity. The compounds need to be made assay ready 384-well plates. *This is a Brand-Name requirement for: QTY 1 Enamine, Glycomimetic library, 2718 compounds provided at 0.2ul at 5mM in 384-well plates *Please include your DUNS number *Include response to FAR 52.204-4 attachment and return with quote Place of Delivery: NIH/NIAID, 9000 Rockville Pike, Bldg 33, Bethesda, MD 20892 FOB: Destination Submission shall be received not later than 01/22/2020, 3:00 p.m. Eastern Standard Time The government intends to award a firm fixed price purchase order to the responsible contractor as a result of this RFQ that will include the terms and conditions set forth herein. The award will be based on the following; price, capability to meet the requirements, delivery and the best value to the government.
