Description
The U. S. Army Corps of Engineers has been tasked to solicit and award a firm-fixed price contract for Repair by Replacement of Electrical Distribution Circuit South Loop 2 (SL2), Vandenberg AFB, CA. This project is for the replacement of portions of the South Loop 2 (SL2) 70 kV power line which were damaged in an extensive fire at Vandenberg AFB, CA. The work includes but is not limited to replacement of existing and fire damaged wood poles with concrete poles, along with all existing equipment such as cross arms, guy wire and pole grounding, new conductors and components such as lighting arrestors, pole mounted switches, and pole mounted transformers. Create a new circuit from existing pole SL2-150 to pole SL2-222 with approximately 22 steel poles across a rugged terrain. Provide new gravel access roads for this section. Replace circuit from pole SL2-222 to pole SL2-246. Replace circuit from pole SL2-289 to pole SL2-300 to Substation N. To provide power to Tank 700, provide a new 1.3 mile 12 kV circuit along Tank Road from pole ML-02//02 to Bldg. 700. Demolish existing circuits from SL2-149 to pole SL2-249 and from SL2-289 to pole SL2-300 to Substation N. The work is briefly described as follows: 1 Demolition of the existing circuits from SL2-150 to pole SL2-246 and from SL2- 288 to pole SL2-300 to Substation N. The existing pole SL2-149 shall remain. 2 Installation of a new circuit from existing pole SL2-150 to pole SL2-222 with approximately 37 steel poles across rugged terrain. New gravel access roads will also be constructed for this section. 3 Replacement of circuit from pole SL2-222 to pole SL2-246. 4 Replacement of circuit from pole SL2-288 to pole SL2-300 to Substation N. 5 Installation of a new 12 kV circuit along Tank Road from pole ML-02/02 to Bldg. 700 6. Replacement of existing and fire damaged electrical transmission poles, existing equipment such as cross arms, guy wire and pole grounding, new conductors and components such as lighting arrestors, pole mounted switches, and pole mounted transformers. 7. Construction of temporary access roads for demolition of (E) poles & electrical components. 8. Construction of gravel road 20 feet wide with turnaround at the last pole. 9. Consultation by CA State Historic Preservation Officer (SHPO) and the Santa Ynez Band of Chumash Indians (SYBCI). Contractor to coordinate with the base archaeologist for performing work in archaeologist site located along proposed pole alignment. 10. Updated Tank Road alignment starts at pole ML-02/02.�� The type of set-aside decision, if any, will depend upon the response by interested parties to this sources sought notice. The purpose of this notice is to gain knowledge of the experience and qualifications of the various members of the construction industry, including Large Business concerns, Small Business concerns, Hubzone small business concerns, Women-owned small business concerns, Small disadvantages business concerns; Veteran-owned small business concerns, Service Disabled Veteran owned small business concerns and 8(a) firms. In accordance with Defense Federal Acquisition Regulations (DFARS), subpart, 236.204(i), the estimated construction price range magnitude for this project is between $10,000,000 and $25,000,000.� The total contract performance period is 557 calendar days. Minimum capabilities required include, previous experience of projects similar to magnitude and complexity. Interested sources shall submit a capability statement demonstrating their ability to perform the work as described above.� Responses are requested with the following information, which shall not exceed a total of six pages. (1)� Offerors name, address, point of contact, with telephone numbers, and email addresses. (2)� Business size/classification, to include any designations as Small Business, HUBZone, Service Disabled, Veteran Owned, or 8(a) and NAICS code designations. 3.� Bonding capability (construction bonding level per single contract and aggregate construction bonding level, both expressed in dollars; along with current available bonding capacity). 4. Description of capability to perform the proposed project. Manage subcontractors, prepare and comply with various environmental and construction permits (including California), and capacity to execute this project with other ongoing construction contracts. 5. Past performance/experience on projects of similar scope and magnitude, describing three (3) projects that are complete or at least 50% construction complete and that ran concurrently within the past six years.� The past performance information should include project title, location, general description to demonstrate relevance to the proposed project, the Offerors� role, dollar value of contract, and name of the company, agency or Government entity for which the work was performed with contact information (reference name, phone number and e-mail address).� Projects examples MUST range from $6,000,000 to $15,000,000 with AT LEAST one (1) project in excess of $8,000,000. Lastly, one (1) project must have occurred on a military installation. Responses should be submitted to Lucia A.
