- 6 Page 6 of 6 QUESTIONS & ANSWER FOR 36C24520Q0081 Solicitation # 36C24520Q0081 Oxygen Cylinder Q: REQUIREMENT: This RFQ is for Oxygen E Cylinders Walk About only, (Page 5 of 33 size E with Walk-O2-Bout REG/DISS Integrated Valve/Regulator cylinders), which constitutes Medical Oxygen only. Are the other Medical & Specialty Gases on a separate contract? If so, what is the contract number for the other gases, as this is highly unusual where all Medical & Specialty Gases are not under one contract, especially for a facility the size of the VAMC Baltimore? (Example: Lung diffusion, gases, Liquid Nitrogen, Nitrous Oxide) This RFQ is for size E Oxygen Cylinders REG/DISS Integrated Valve and Regulator cylinders, for Medical Oxygen only, pickup and delivery. This is for a new requirement. Q: OXYGEN E CYLINDER TYPES: Are there any other Oxygen E Cylinders (E Size Post Valve common use)? Size E Oxygen Cylinders standard Q: PROCUREMENT STRATEGY: What is the GOV s rationale to not put all cylinders under one contract to have a single Capable SDVOB responsible for all requirements? There are (3) Facilities included in this RFQ. Loch Raven VA Medical Center, Baltimore VA Hospital, and Perry Point VA Medical Center. Operationally and historically -- the respective VAMC CBOCs require Medical Oxygen. This is for a new requirement. Q: DELIVERY REQUIREMENTS: There are (3) Facilities included in this RFQ. Operationally and historically -- the respective VAMC CBOCs require Medical Oxygen. Are there any CBOCs with direct delivery requirements? i.e. are there any Walk About requirements for (5 of the 6) Clinics in Cambridge, East Baltimore County, Fort Meade, Glen Bernie, Loch Raven (listed in REQ), or Pocomoke? This would be highly unusual if not, as these are required for compliance. The deliveries are once per week per facility. The delivery schedules and delivery times will be discussed with vendor per their already set delivery schedule. The expected delivery schedule for each of the (3) Facilities will be one day of the work week, which would be between Monday - Friday, per each Facility. DELIVERY SCHEDULE: Does the current Weekly Unit infer that deliveries are once per week per facility? The SOW does not provide tentative delivery schedules, delivery times, delivery procedures/POCs, or any constraints and/or limitations. Can the GOV identify the expected delivery schedule for each of the (3) Facilities in terms of frequency per days of the work week and which specific days of the week, per facility are required/preferred by each Facility. The deliveries are once per week per facility. The delivery schedules and delivery times will be discussed with vendor per their already set delivery schedule. The expected delivery schedule for each of the (3) Facilities will be one day of the work week, which would be between Monday - Friday, per each Facility. DELIVERY LOCATIONS SPECIFIC TO EACH FACILITY: Can we confirm the delivery location for each facility, i.e. loading dock/warehouse (centralized location). Are there any requirements for POINT OF USE delivery (delivery other than one centralized location)? Baltimore VA Hospital 10 N. Greene Street, Baltimore, MD 21201, Back Loading Dock. Loch Raven VA Medical Center 3900 Loch Raven Blvd, Baltimore, MD 21218, Back Dock. Perry Point VA Medical Center Eighth Street & Avenue D Perryville, MD 21903, BLDG 23 Q: THE WALK ABOUT CYLINDER IS A SUPPLIER SPECIFIC PRODUCT: Please note the Walk About E Cylinder specified in the RFQ is an AIRGAS specific product. Is the GOV restricting bid submission to this product, as other Suppliers have the equivalent such as the Praxair OPTI? If so, this would restrict competition to only those SDVOB vendors who utilize AIRGAS as a subcontractor, thus providing an unfair advantage and restricting competition disallowing the GOV the opportunity for the very best price reasonableness. The customer is requesting Brand name or equivalent, must have handle, size E Oxygen Cylinders REG/DISS Integrated Valve and Regulator cylinders, for Medical Oxygen. Q: CLIN STRUCTURE: Please note the CLIN structure unit is WEEKLY. This does not clearly define the requirement, nor provide a viable means to accurately bid. As is offerors are required to estimate what the GOV is needing, as opposed to the incumbent/current supplier who knows the actual usage based on historical usage. Empty cylinders will be exchanged for full cylinders, once a week at each location. ANNUAL USAGE QUANTITIES: What is the total number of Walk Abouts used/filled/delivered to all (3) facilities in the Last 12 Months, 30 NOV 2018 1 DEC 2019 please? This is a new requirement. The total number of estimated used/filled/delivered to all (3) facilities is 50 cylinders per each location. CLIN STRUCTURE REVISION: Please revise the CLIN Units from Weekly to an actual quantity used (priced by unit price) during the period of performance so that all vendors are bidding on the same quantity, vice estimating what occurs in one weeks time as currently depicted (Please note the SOW informs a delivery of (50) Walkabouts at contract start with no reference to how many are used after that, therefore not providing sufficient information to bid. This is a new requirement and estimated refill and delivery is 50 cylinders per each location. RENTAL CLINS: There are no monthly rental CLINs for the Walk Abouts that remain resident in the facility at the end of each month? Please add a Rental CLIN with estimated quantities of rentals. PLEASE NOTE: It is impossible to add the rental into the Cylinder fill price as we 1) don t know the estimated quantity of rentals, 2) the estimated monthly rental balances (how many Walkabouts are in the facility at the end of the Month), and 3) a Price Structure -- such as estimate the rental cost inclusive to the fill price significantly increases the cost to the GOV in that each fill incurs a rental cost, -- when, for example: if a room in the Hospital maintains (3) Walk Abouts in that room consistently over a months time, these (3) Cylinders may have been used and replaced two times throughout that month = 6 Fills overall meaning the GOV is charged rental inclusive to the fill (6) times vice (3). What is the average quantity of Walk About Cylinders resident in the (3) Locations at the end of each month? (Please note, for a hospital the size of Baltimore (and two additional locations) this could be easily 300 600 Cylinders -- which is a significant cost and must be identified to accurately capture total costs and equitably evaluate vendors via firm requirements. Empty cylinders will be exchanged for full cylinders at 50 cylinders per week at each location. Please Note: The required SUBJECT LINE Solicitation # 36C24520Q0081 Oxygen Cylinder Rentals (Page 2 of 33), yet there is not CLIN for Cylinder Rentals! :-0 New requirement for Oxygen Cylinder Q: EVALAUTION CRITERIA: What are the evaluation Criteria for award? We did not see an evaluation criteria method (LPTA/Best Value) in Instructions to Offerors? Hence, what is the weight placed on Technical Approach and or Recent and Relevant Past Performance / CPARS performing like work with in the VA Procurement System? Page 18 of 33 states: C.5 52.212-2 EVALUATION COMMERCIAL ITEMS (OCT 2014) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical and past performance, when combined, are . As well as a vendor clearly depicting to the GOV compliance with: C.9 VAAR 852.219-74 LIMITATIONS ON SUBCONTRACTING MONITORING AND COMPLIANCE (JUL 2018) Evaluation will be based off of Best Value and Relevant Past Performance PAST PERFORMANCE: Are there any Past Performance Questionnaires required, i.e. how is the GOV going to evaluate Past Performance? Please note Previous Experience: Provide information for up to 3 contracts awarded to�your�company within the past 5 years that are/were similar in size and scope to this requirement.� Information for each contract must include (a) name of the contracting entity and a brief description of contract scope & requirements, (b) total dollar value, and (c) contract period of performance. Q: CURRENT CONTRACT INFORMATION: Is this a new requirement (3 Facilities under one contract)? If not, what is the contract number of the current contract? What is the contract term of the current contract (Base Plus)? What is the contract value of the current contract? No, this is a new requirement. Q: PROXIMITY TO THE WORK: Please clarify the requirement on Page 5 of 33 The contractor s location shall not be more than 50 miles from the VA Medical Center 10 Greene Street Baltimore, MD 21201 Does this mean the supporting fill plant (where the Cylinders are filled and/or delivered from) is within 50 Miles? What is the rationale for Contractor (awardee) to be within 50 miles, if the fill plant is within that proximity? The contractor s fill plant shall not be more than 50 miles from the VA Medical Center 10 Greene Street Baltimore, MD 21201 The rationale for Contractor (awardee) to be within 50 miles, due to emergencies situations. Have there been delivery issues with any previous vendors being more than 50 miles from the VAMC? Hence, the requirement for the vendor to be located within 50 miles of the Greene Street location No, this is a new requirement. Q: PERIOD OF PERFORMANCE (POP): Can we identify the expected POP please. The RFQ denotes two facilities having requirements equivalent to (35) weeks, and one facility (25) Weeks is this based on expiring contracts and if so, when do the existing contracts expire for all three locations please? The expected POP February 2020 until September 2020 with four (4) one (1) year options for delivery to each of the facilities location. Q: ADMINISTRATIVE CORRECTION: Respectfully, shouldn t the Option Years be number CLINs 2001, 2002, & 2003 and correspondingly so for successive Options Q: CONSOLIDATED MONTHLY INVOICING: Is Consolidated Monthly Invoicing required via the Tungsten Network Required? This is normally the case, so all monthly activities are incorporated in one document, vice individual invoicing that reduces the administrative effort for the GOV. Weekly or Monthly Invoicing is required via the Tungsten Network.
