Classification Original Set Aside: N/A Set Aside: N/A Product Service Code:�15 � Aircraft/airframe structural components NAICS Code:�336 -- Transportation Equipment Manufacturing/336411 � Aircraft Manufacturing Place of Performance: TBD������������������������� ������������������������������������������������������������� USA The Program Executive Office (PEO), Aviation (AVN) invites interested parties to attend an upcoming Industry Day event to be conducted on 12 February 2020 in conjunction with the Aviation and Missile Technology Consortium (AMTC)-20-01 Collaboration Event on 11-12 February 2020 located in the North Hall of the Von Braun Center in Huntsville, AL . �The Industry Day theme will focus on the Design for Multi-Domain Operations (MDO) across the Army Aviation portfolio.� The purpose of the event is to convey the vision of PEO Aviation in addressing MDO, provide perspective into the future force modernization requirements, present identified portfolio challenges and invite industry to identify innovative solutions for those challenges, by means of enhanced white paper submissions.� There will be a panel for each topic consisting of AVN Project Managers and chaired by Assistant Program Executive Officers (APEO).� These panels will have interactive discussions with the industry participants on four broad topics which encompass challenges identified at the portfolio level, with sub-topics crossing multiple platforms.� These panel discussions will center around, but not be limited to, the following: MDO Suitability Increased air vehicle performance Increased on board fuel capacity and ballistic tolerant fuel hoses Advanced tail rotor drive shaft solutions (stronger, lighter, simpler) Low size, weight, power, and cooling (SWAP-C) Visual Sensor Enhancement systems to improve both basic aircraft pilotage and automation of mission specific tasks � sensors should enable shorter distance, broader field of view awareness of impending obstacles on all sides of the aircraft Enhancements of operational suitability to include: Compatibility, Reliability, Safety, Human Factors, Supportability, and Training Architectural approaches that enable implementation of third party new capability software applications into existing aircraft without modification of primary Operational Flight Program (OFP) software; or flexible implementation of both commercial off the shelf products and custom software within a single operational flight program. Operational power delivery and management strategies to address increasing demands of MDO on both the host aircraft and payloads � address required innovation, existing solution maturity, rapid integration, cooling, safety, and affordability Improvements in management of aircraft and support equipment maintenance, pre/post mission planning activities and crew readiness data in disconnected operations for extended periods of time Maintenance concepts necessary to enable self-sustainment without intermediate or depot maintenance external support to maintain aircraft at a mission capable level for a week. Holistic Survivability���������������������������������������������������������������������������������������������������� Advanced survivability solutions, both active and passive, to include onboard capabilities and expendables. Address methods and techniques that can be employed to reduce aircraft susceptibility to RF, IR, visual, and acoustic detection methods. Integrated terrain/obstacle avoidance with sensors capable of video relay Next generation cybersecurity including solutions for multi-level security and cross domain architectures Precision navigation in Global Positioning System (GPS) degraded or denied environments Kinetic and electrical power management in airborne systems � increase automation to reduce pilot workload in normal and emergency situations Address the information and resources industry needs from the Government to develop and deliver holistic survivability solutions that can be integrated into the enduring and future fleets by 30 Sept 2028 Interoperability Air-Ground communications that seamlessly connect aviation platforms to maneuver commanders/operation centers � including cross military services Air Launched Effects capabilities across multiple platforms Artificial Intelligence enabled real-time tactical information exchange Beyond-Line-Of-Sight digital networking to improve battlefield/airspace management Considerations for application of the Universal Armament Interface (UAI) standard � MIL- STD-1760 Enabling advances in autonomy & Manned/Unmanned Teaming Mobile airfield/Local airspace control Modular Open Systems Approach (MOSA) Infrastructure Approaches for achieving Design Assurance Level (DAL) A on multi-core processors Address the information and resources industry needs from the Government to provide solutions that increase and promote interoperability and commonality in the enduring and future fleets by 30 Sept 2028 Increased Aircrew Effectiveness Products that enable accelerated decision making by automating response and remediation of degraded modes of operation of aircraft systems.� This automation of �emergency procedures� should improve safety and reduce workload on pilots and crew enabling more rapid decisions regarding continued mission execution Automated, digitized airspace control planning and enhanced execution � more effective data correlation from multiple TSA data sources to provide an enhanced and more complete single view of battlespace MEDEVAC patient health monitoring and information sharing Rapid receipt and display of IFF data in aircraft cockpits from surrounding broadcasting systems for enhanced tactical situational awareness Inflight automated Processing, Exploiting, and Dissemination (PED) Soldier workload improvement Address the information and resources industry needs from the Government to provide aircrew effectiveness solutions in the enduring and future fleets by 30 Sept 2028 Industry should be prepared to discuss these challenges and any other solution options under these four major categories that are relevant and available for aviation systems. The industry day event does not commit the Government to a contract or an agreement for any supply or service and is not a Request for Proposal or solicitation.� Any information presented at the industry day is not an offer and cannot be accepted by the Government to form a binding contract or agreement.� Attendees are reminded that the Government will not pay for or reimburse any cost, including costs for information, discussions or administrative/travel incurred as a result of attending industry day and each attendee shall bear their own costs associated with participation. There is no guarantee that the information discussed during the event will advance to an acquisition phase.� No determination of a path forward has been made at this time. Any information discussed or provided by industry during the event is for internal planning purposes only and will not be released outside the Government. This event does not obligate or restrict the Government to an eventual acquisition approach, nor does it obligate the Government to issue a solicitation. This exchange is being conducted solely for information and planning purposes and does not constitute a solicitation. Unsolicited proposals or any other kinds of offers will not be considered or accepted by the Government to form a binding contract. Following the Industry Day event, AMTC will publish a request for members to submit enhanced white papers. To be eligible to submit a white paper, parties must be a member of the AMTC consortium.� Instructions on how to join are detailed at https://www.amtcenterprise.org/. Final submission requirements and criteria will be discussed at the Industry Day event and will be published for members by AMTC.� Participation in Industry Day is not required to submit a white paper.� Any white papers received prior to the AMTC request for enhanced white papers will not be considered. REGISTRATION INSTRUCTIONS This industry day event is open to all interested parties that can meet the security requirements detailed below.� Industry Day participants do not have to be AMTC Consortium Members.� Each industry attendee must pre-register for the event - this includes all sessions, PEO Aviation Industry Day, and the exhibits.� No walk-in participants will be allowed.� Registration must be completed no later than COB on February 5, 2020; no substitutions to registered participants will be accepted after the registration deadline. Please note, this industry day forum is subject to Armaments Export Control Act (AECA) and the Export Administration Act (EAA) regulations, verification of U.S. citizenship for attendees will be necessary. U.S. DoD Support Contractors who are AMTC Members� U.S. DoD Support Contractors or Industry must have their Security Officers submit the signed confirmation of U.S. citizenship on their behalf�AMTC-20-01 Verification Form.docx. The form should be printed on company letterhead then completed. Forms must be submitted no later than Wednesday,�February 5, 2020 close of business.�Forms should be submitted via e-mail to the AMTC Consortium Management Firm,�amtc@ati.org. In addition to the form,�a valid picture ID�(US passport, valid US-based driver�s license, or current Government issued contractor CAC card) will be required at check-in. U.S. DoD Support Contractors who are not AMTC Members For U.S. DoD Support Contractors who are U.S. citizens and possess a valid CAC or HSPD-12 badge, no verification form will be required. A current CAC or HSPD-12 badge will be required for check-in, for each participant. NON AMTC Members ONLY � In addition to registering for Industry Day at https://www.amtcenterprise.org/, each industry participant must follow-up with a specific Visit Access Request (VAR) to the PEO Aviation Security Office. �If the participant has access to JPAS, the visit request should be submitted using the following SMO code: W0H9AA4RR (2nd character is a zero).� The reason for visit/subject must state �Industry Day�- the POC block on the VAR form should state INDUSTRY DAY in all capital letters. For industry participants without JPAS access or that do not have a clearance, a visitor letter must be submitted on COMPANY LETTERHEAD and signed by either the CEO, VP, Human Resources or Facility Security Officer (not the visitor) in the company.� The following information must be included in the visitor letter: Name of visitor: Date of Birth: Place of Birth: Social Security Number: US Citizen: Yes/No Dates of visit: Purpose of the visit: Industry Day Participation The completed letter can be faxed to 256-876-0485 or scanned/emailed to cynthia.l.kilgore4.civ@mail.mil.� Emails must be encrypted with a password sent in a separate email.
