- The NAVSUP Fleet Logistics Center (FLC) San Diego intends to negotiate a single award, Indefinite Delivery Indefinite Quantity (IDIQ) contract with Firm Fixed Price (FFP) provisions providing local air operations support services to Explosive Ordnance Disposal Group One (EODGRU ONE) for their military freefall parachute training, proficiency and qualification. This requirement is for commercial services prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5. The North American Industry Classification System (NAICS) code for this acquisition is 611699 (All Other Miscellaneous Schools and Instruction) with a Size Standard of $11M. The proposed contract is 100% set aside for small business concerns. Quotes submitted from other than Small Business concerns will not be considered. The period of performance will consist of one (1) twelve month base period and include four (4) twelve month option periods. The anticipated award date is May 01, 2020. A complete Request for Quote (RFQ) package (N00244-20-Q-0033) will be available by downloading the documents at the NECO website: http://www.neco.navy.mil or FEDBIZOPPS website: https://beta.sam.gov/ on or around 01 February 2020. Potential vendors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above site. Paper copies, faxed copies or email copies of the solicitation will not be provided. Interested parties are solely responsible for monitoring the above website for posting of the RFQ and any amendments hereto. The Government will not pay for the information received. By submitting a quote, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the quote. By submission of a quote, the vendor acknowledges the requirement that a prospective awardee must be registered in the Systems for Award Management (SAM) database prior to award, during performance and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a vendor ineligible for award.
