SOURCES SOUGHT NOTICE This is a SOURCES SOUGHT NOTICE only. Responses to this notice will be used for information and planning purposes. No quotes are being requested or accepted at this time with this notice. The Department of Veterans Affairs, LEBANON VA MEDICAL CENTER,1700 SOUTH LINCOLN AVENUE,LEBANON, PA has a requirement for Snow Removal Services. The North American Industry Classification System (NAICS) code being considered for this procurement is 561790 Other Services to buildings and Dwellings and the Product Service Code (PSC) is S218 Housekeeping- Snow Removal/Salt. The Small Business Size Standard is $8.0. Below is a draft copy of the Statement of Work (SOW). Responses to this notice should include the following: Company name Data Universal Numbering System (DUNS) number Company s address Point of Contact information (i.e. title, phone number and email address) Company s capability to meet this requirement and any pertinent information which demonstrates the company s ability to meet the above requirements. GSA Federal Supply Schedule contract number, if within scope of this effort (if applicable). Company s type of business (small or large) and socioeconomic status whether Service Disable Veteran Owned, Veteran Owned, Hubzone, 8(a), Women Owned, Small Disadvantaged, etc. If applicable, Service-Disabled Veteran Owned Small Businesses (SDVOSB) and Veteran Owned Small Businesses (VOSB) must be verified in www.VetBiz.gov , and be able to meet the limitation on subcontracting in accordance with 13 CFR 125.6; if applicable. All responses shall be submitted in writing via email no later than 12 Noon EST, on January 13th, 2020 to Mrs. Amanda Saunders at Amanda.Saunders@va.gov SUBJECT LINE: Snow Removal Services Lebanon VAMC E-mail: Amanda.Saunders@va.gov. Facsimile or telephonic responses will not be accepted. Simply responding as an interested party in beta.SAM.gov does not constitute your company as a source. Offeror must provide the above requested information. After review of the responses to this sources sought notice, a solicitation announcement may be published on the FBO website in the near future. Responses to this sources sought announcement are not considered adequate responses to the solicitation announcement. All interested offerors will have to respond to the forthcoming solicitation announcement, in addition to responding to this sources sought notice. All interested parties must be registered with System for Award Management (SAM) at beta.SAM.gov in order to be eligible for award of Government contracts. STATEMENT OF WORK GENERAL GUIDANCE Title of Project: FY20 Snow Removal Scope of Work: The contractor shall provide all the resources necessary to accomplish the deliverables described in this statement of work (SOW), except as may be otherwise be specified. The contractor shall provide all labor, materials, equipment, supervision, and quality management necessary to perform snow removal. CONTRACT AWARD MEETING The contractor shall not commence performance on the task in this SOW until the CO has conducted a kick off meeting or has advised the contractor that a kick off meeting is waived. GENERAL REQUIREMENTS The contractor shall provide all labor, materials, equipment, supervision, and quality assurance necessary to perform snow removal in accordance with the following specifications. Remove snow / ice / slush from 537,480 square feet of parking lot area, located in separate parking lots. Including the entrances / exits to the parking lots at this facility, down to pavement, and deposit on adjacent grass areas. After the above removal by the contractor, please note that the Lebanon VA Medical Center personnel will spread the ice melting products and will also remove any snow caused by later drifting. The noted parking lots are the Building 1, Building 2, Building 17, Building 18, 18A, 18B, Building 99, Building 19, Building 24, and Building 35 parking lots. Begin performance of above noted work within two (2) hours of notification. Perform work in at least two (2) parking lots at a time. Notification could be made at any time of day/night any day of the week, including weekends/holidays. Continue performance of work until above noted snow/ice/slush removal has been completed and evaluated by Grounds Supervisor before leaving this facility. Perform above noted work in a manner which affects traffic as little as possible. Possess applicable snow removal insurance for proper coverage in case of damage to vehicles/people/property.
