Description
The NSWCPD is a Department of Defense entity responsible for research, development, test and evaluation, engineering, and fleet support for US Navy ships, submarines, military watercraft and unmanned vehicles.� The Cybersecure Machinery Control Systems & Networks Department (NSWCPD Department 50) supports US Navy machinery controls, navigation, casualty control, conditioned-based maintenance, and network systems on all US Navy Surface Combatant, Amphibious, and Aircraft Carrier ships. NSWCPD Division 51 supports the development, modernization, acquisition, and life cycle maintenance of control systems across all ship platforms, DDG-51 Integrated Bridge Systems (IBS) and Fuel Control Systems (FCS). This requirement is for non-personal services and incidental materials for NSWCPD Code 51 to support DDG-51 FLTI (Flight), FLTII, FLTIIA (Legacy, Modernization and New Ship Construction), FLTIII and HED (Hybrid Electric Drive), Modernization and Obsolescence Machinery Control System (MSC) DDG 51 Class Ships, Cybersecurity and Information Assurance (IA), DDG-51 IBS and FCS. This is a new requirement with no previous procurement history. The required tasks include performing systems engineering analysis in order to interface control systems with other new or modified shipboard systems; troubleshooting control systems hardware and software issues at the Land Based Engineering Site (LBES) or Test Facilities in Philadelphia, PA, as well as sustainment and fleet modernization efforts around the world; upgrading the cyber security features of the existing and future control system variants; and addressing obsolete hardware with the most cost effective solutions possible. DDG-51 IBS provide a means of automating the collection, processing, and bridge watch stander�s efficiency and navigational safety. IBS implement ship control algorithms to reliable control steering MCS and FCS computer programs shipboard and at LBES. The resultant Multiple Award Contracts (MACs) will be Cost-Plus-Fixed-Fee (CPFF), Indefinite-Delivery-Indefinite-Quantity (IDIQ), with Firm-Fixed-Price (FFP) ordering provisions.� The total duration of the contract includes a sixty (60) month ordering period with a seventy-two (72) month performance period. The primary place of performance shall be at NSWCPD in Philadelphia, PA.� Travel in support of this requirement is anticipated to include, but may not be limited to, the following alternate performance locations: Washington, DC, Norfolk, VA, San Diego, CA, Everett, WA, Yokosuka, Japan, Sasebo, Japan, Mayport, FL, Pascagoula, MS, Bath, ME, Honolulu, HI, Rota, Spain, Orlando, FL, New Orleans, LA, Milwaukee, WS, Cincinnati, OH, Leesburg, VA, Annapolis, MD, Great Lakes, IL.
