See attached Performance Work Statement (PWS) for full details of the requirement. This is a SOURCES SOUGHT SYNOPSIS. This is a Sources Sought Synopsis announcement; market survey for information only, to be used for preliminary planning purposes. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. The NAVSUP Fleet Logistics Center Norfolk, Contracting Department, Philadelphia Office announces a Request for Information (RFI) related to the purchase of Professional Support Services including Program Management, Program Planning and Execution, Joint Staff Actions Process Training, Actions Division Customer Service Help Desk services, Strategic Planning and Analysis, Correspondence Management, and Communications and Editorial functions. Services are intended to support the Joint Staff Actions Division, Information Management Division, and the offices under Directorate of Management at both the Pentagon and Suffolk, VA locations. It is anticipated to have a Fixed Price, Indefinite Delivery, Indefinite Quantity contract with Firm, Fixed-Price ordering provisions and a five-year ordering period / period of performance, with one Not-To-Exceed CLIN for Support Services and one Not-To-Exceed CLIN for Travel. All of the details and requirements can be found in the attached Performance Work Statement (PWS) and Estimated Staffing Excel spreadsheet. Responders to this positing should provide the following information: A summary of capabilities (3-page limitation not including the cover page): - Cover Page with organization name, address, a point of contact, telephone number, email address, business size (and relevant NAICS), DUNs number, and CAGE Code. - Relevant information addressing management capabilities (project management, managing sub-contractors, handling risk, mitigating employee turnover, staff management) as they relate to the PWS tasks. - Relevant information addressing personnel qualifications as required by the attached PWS (demonstrating appropriate licenses, credentials, skills, security clearance, education or experience). Any relevant past performance (limited to 3 references) - Past performance information should clearly state if the responder was a prime or subcontractor under the effort, describe the work performed, outcomes, period of performance, and magnitude (in terms of dollars and personnel). Any information provided in excess of what is requested above may not be reviewed. All submissions must be received by 5PM EST on 24 January 2020. Responses to the Sources Sought are required to be provided by email to Mr. Martyn Piggott at email address martyn.piggott@navy.mil. The submission of this information is for planning purposes only and is not be construed as a commitment by the Government to procure any supplies/services, or for the Government to pay for the information received. No solicitation document exists at this time. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various interested business including but not limited to members of the Small Business Community such as Section 8(a), Historically Underutilized Business Zones (HUB-Zone), and Service-Disabled Veteran-Owned Small Business (SDVOSB) to compete and perform a Firm Fixed Price contract This Request for Information (RFI) is a Government effort in accordance with Part 10 of the Federal Acquisition Regulation to conduct Market Research to support potential future planning initiatives through data collection. This RFI is issued solely for information and planning purposes. It does not constitute a solicitation (Request for Proposal or Request for Quotations) or a promise to issue a solicitation in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Furthermore, we are not at this time seeking proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party�s expense. All information received in response to this RFI that is marked PROPRIETARY will be handled accordingly. The Government shall not be liable or suffer any consequential damage for any proprietary information not identified. Proprietary information or trade secrets shall be clearly identified. Responses to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract or agreement. The Navy will not be obligated to pursue any particular acquisition alternative as a result of the RFI. Responses to the RFI will not be returned. Not responding to the RFI does not preclude participation in any future solicitation, if one is issued.
