- This is a SOURCES SOUGHT ANNOUNCEMENT ONLY The intent of this Sources Sought Announcement is to assist in our decision-making process for services procurement. This is not a solicitation, nor request for quotes or proposals. Through the receipt of responses, this will enable a more precise type of procurement process. The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this Sources Sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award of a contract, nor does it restrict the Government to a particular acquisition approach. Any inquiries are to be made in writing by email to the point of contact, Larry Facio, Contract Specialist. Responses to this notice shall be sent by email to larry.facio@va.gov by the due date and time of 01/14/2020 by 4:00 p.m. (Pacific Time). This is for a Base Year Plus Four Option Years, Fixed-Price or potentially IDIQ contract. Description of requirement and submittal requirements are as follows: Description: The VA Southern Nevada Healthcare System (VASNHS) requires an On-site Preventative Maintenance Inspections (PMI) and Corrective Maintenance (CM) services. Contractor shall provide labor and parts required to complete inspection (disassembly/assembly), adjustments, cleaning, calibrations and replacement of defective components of government-owned medical equipment within VA Southern Nevada Healthcare System. PMI will be completed per manufacturer s instructions at a frequency defined by VASNHS Biomedical Engineering Supervisory BESS or Biomedical Engineer.� Additional general medical equipment (e.g., beds, patient lifts, environmental control units, fluid evacuation system, bladder scanners, etc.) PMI and CM services will be assigned as needed and determined by the Supervisory BESS or Biomedical Engineer. The Contractor is expected to help as on-demand basis.� Ability to install hardware and software and diagnosing and resolving reported problems in accordance with the hardware and software technical manuals. Labor:� The contractor will provide all labor associated with the repair of the equipment covered under the contract agreement.� Inadequate or improper repairs performed by the contractor will be correctly repaired at a time convenient to the VA at no additional expense to the VA.� There will be no limitation to the number of labor hours provided within the stipulated timeframes of contract coverage. Parts:� The contractor will provide all parts associated with the repair of the equipment covered under the service contract.� Inadequate or improper repairs performed by the contractor will be correctly repaired at a time convenient to the VA at no additional expense to the VA.� There will be no limitation to the number of labor hours provided within the stipulated timeframes of contract coverage. All parts shall be OEM and be compatible with equipment on contract, unless given direction from VA Biomedical Engineering staff to utilize 3rd party vendor. The contractor would be expected to identify any parts needed for a repair (e.g., corrective maintenance -CM), and present a quote to the VASNHS Biomed Department for authorization to purchase. For preventive maintenance (PM) inspections, the contractor would be responsible for the requisite PM kits, consumables (e.g., EtCO2 calibration gas for Alaris 8300 pumps), and test equipment needed to perform the PM. Preventive Maintenance:� The PMI will be provided during the contract period. The scheduling of PMI will be coordinated with the COR.� The PMIs will be performed in a manner which clearly demonstrates that the equipment meets or exceeds all manufacturers technical performance specifications.� It is the sole responsibility of the contractor to perform all PMIs.� The VA will not assume the responsibility of reminding the contractor that a PMI is due to be performed.� If a PMI is not performed within the month which is previously coordinated with the COR, the amount corresponding will be deducted from the contractor s payments.� The PMI will be performed on a weekday at a time set once the contract is awarded.� The equipment user and COR must all agree to the recurring time set for PMIs. Documentation:� Contractor will follow internal VA Biomedical Engineering SOP for documentation of services.� The SOP will be provided to the contractor within seven (7) days after the award. To ensure proper equipment history documentation, the contractor will forward all preventive maintenance and corrective maintenance records within 5 working days of completion to Biomedical Engineering.� These reports must be approved and signed by Biomedical Engineering personnel. Contractor Qualifications:� Contractor must submit proof of the following to be considered for award.� Have at least 1 year of experience in relevant Clinical Engineering Program performing tasks such troubleshooting hardware and software problems (e.g., configuring settings, installing peripherals, etc.) on listed medical devices. Professional Certification such as CBET, CRES, or DoD equivalent training may be substituted for experience. Certified Biomedical Equipment Technician (CBET) DoD Equivalent training AFSC 4A2X1, MOS 68A, NEC HM-8478/HM- 8479/HM-8410 Equipment specific service training certifications may be substituted for experience.
