SOLE SOURCE � Henkel Hysol Two Part Epoxy: N0016420Q0062 � SOLE SOURCE � Henkel Hysol Two Part Epoxy �PSC 8040/ � NAICS 325520 Issue Date: 09 JAN 2020 � Closing Date: 21 JAN 2020 � 2:00PM Eastern ITEM DESCRIPTION- Naval Surface Warfare Center (NSWC) Crane has a requirement for 450 one gallon cans of Hysol EE4183 resin and 90 one gallon cans of Hysol HD3561 hardener to be delivered over a three year performance period. A total of 450 one gallon cans of Hysol EE4183 resin and 90 one gallon cans of Hysol HD3561 hardener will be procured and delivered in 18 evenly distributed deliveries every two months for a period of three years. Each delivery will include 25 one gallon cans of Hysol EE4183 resin and 5 one gallon cans of Hysol HD3561 hardener sixty days after contract award. FOR SOLE SOURCE PROCUREMENT- The proposed contract action is for the supplies or services for which the Government intends to solicit and negotiate with one source, Henkel Corporation, 825 Cedar Springs Rd Salisbury, NC 28147-9249 or any authorized distributers., under the authority of FAR 6.302-1 under authority 10 U.S.C. 2304(c)(1). The basis for restricting competition to brand name only Henkel Hysol epoxy is to avoid roughly $130,000 in cost duplication and prevent as much as five months unnecessary schedule impact for another epoxy to successfully complete the physical and electrical testing as well as complete a subset of the environmental, shock and vibration testing required. All responsible sources may submit a capability statement which shall be considered by the agency. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Contractors must be properly registered in the System for Award Management (SAM).
