- INFORMATION TO CONTRACTOR Contractors are reminded that information furnished under this Request for Quote (RFQ) may be subject to disclosure under the Freedom of Information Act (FOIA). Therefore, all items that are confidential to business or that contain trade secrets or proprietary or personnel information must be clearly marked. Marking of items will not necessarily preclude disclosure when Department of State (DOS) determines disclosure is warranted by FOIA. However, if such items are not marked, all information contained within the submitted documents will be deemed releasable. QUESTIONS CONCERNING THE REQUEST FOR QUOTE Offerors are warned against contacting any INL personnel other than the Contracting Officer and Contract Specialist prior to award of the Contract resulting from this RFQ. If such a contact occurs and found to be prejudicial to competing vendors, the vendor making such a contact may be excluded from award consideration. No information concerning this RFQ shall be provided in response to telephone calls. All such questions must be submitted via email using the quetion template provided in the notice of this RFQ through 12:00 P.M. (local Washington D.C. time)Monday,�13�JANUARY 2020. (local Washington D.C. time) on the following date: Tuesday 04�FEBRUARY 2020. Vendors shall limit the number of pages to no more than twenty-five (25), 12 Point Font, Times New Roman, pdf. In addition, the Department requires that any potential Organization Conflict of Interest be identified in the proposal to ensure proper firewalls established prior to award. MULTIPLE PROPOSALS/ALTERNATIVE SOLUTIONS Contractors shall not submit, nor shall the Government accept or evaluate, multiple proposals offering alternative solutions. Contractors shall not submit, nor shall the Government accept or evaluate, multiple solutions within one proposal. PERIOD OF ACCEPTANCE OF OFFERS Contractors shall agree, if the proposal is accepted within ninety (90) calendar days (unless a greater period is inserted by the contractor) from the date specified in the solicitation for receipt of proposals, to furnish any or all of the requirements upon which prices are proposed at the price set opposite each item, performed and/or delivered at the designated point(s) within the time specified. INTRODUCTION Mission of the U.S. Department of State: The U.S. Department of State is the lead institution for the conduct of American diplomacy and the Secretary of State is the President�s principal foreign policy advisor. The Department of State�s mission is to advance U.S. national security interests, fight terrorism, protect U.S. interests abroad, and implement foreign policy initiatives that build a freer, prosperous and secure world. Mission of the Bureau of International Narcotics and Law Enforcement Affairs (INL): INL is under the Under Secretary for Democracy and Human Rights (J) and works to keep Americans safe at home by countering international crime, illegal drugs, and instability abroad. INL helps countries deliver justice and fairness by strengthening their police, courts, and corrections systems. These efforts reduce the amount of crime and illegal drugs reaching U.S. shores. � BACKGROUND INL is one of the bureaus in the Department of State whose program authority derives from the Foreign Assistance Act of 1961, as amended (FAA). Under the FAA, INL is charged with aiding host governments to develop and implement effective counter narcotics, anticrime, and border control programs. Costa Rica, as well as the other Central American countries, is a strategic path for illegal drugs and chemicals on the way north, for its many coastal areas, both Pacific and Atlantic, its roads, and its closeness to a big and growing market of drug consumption. The purpose of this Statement of Work (SOW) is to establish the needed requirements to purchase an incinerator for drugs, and possible chemical precursors, for the Costa Rican government, for the destruction of these illegal chemical substances, which is a growing problem. SCOPE The vendor shall provide ALL items stated under APPENDIX A, TECHNICAL SPECIFICATION OF ITEMS of this RFQ. Packaging and preservation shall be IAW best commercial practices to enable shipment to final destination in Guatemala to the address specified (e.g. see below), without repacking or incurring damage during shipment and handling. TYPE OF CONTRACT This is a firm-fixed price, single award contract, with the option years. Items outlined under APPENDIX A, TECHNICAL SPECIFICATION OF ITEMS below shall meet or exceed the specifications under NAICS 562213. No additional sums will be payable on account of any escalation in the cost of materials, equipment or labor, or because of the Contractor�s failure to properly estimate or accurately predict these prices or difficulty of achieving the results required by this contract. Nor will the contract price be adjusted on account of fluctuations in the currency exchange rates. BASIS OF AWARD The Government anticipates issuing a Purchase Order to the contractor whose quote provides the best value to the Government, price, and other factors considered. EVALUATION FACTORS Lowest Price Technically Acceptable (LPTA). The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Basis for award will be to the vendor providing the lowest price technically acceptable quote determined to meet the minimum requirements as described in the SOW. Offerors shall include specific details and delivery dates in their responses to this RFQ. All pricing shall reflect USD. PERIOD OF PERFORMANCE Period of performance is one year (base) follwing contract award; and four (4) option years for operations and maintenance. Delivery of the incinerator to the location specified in APPENDIX B is within 180 days after contract award. SET-ASIDE This acquisition is Small Business Set-Aside In Accordance With FAR 6.203. ACQUISITION METHOD FAR Part 12 Acquisition of Commercial Items and FAR 13.5 Simplified Procedures for Certain Commercial Items SUPPLIES AND PRICES The Contractor shall provide to the U.S. Government the new products as described in the specifications for the stated firm fixed price. Further, the Contractor shall properly perform the pre-delivery inspection on the products and deliver them to the location set forth under Place of Delivery, of this contract. The firm fixed price shall include the products pre-delivery inspection, certificates of origin, operator�s manuals, warranty certificates and any other documentation mandated by the destination country. **Price IAW attached Pricing Matrix *** If applicable - manuals shall be furnished in English and Spanish
