Description

The Naval Sea Systems Command (NAVSEA) intends to solicit BAE Systems Jacksonville Ship Repair, LLC (BAE) (8500 Heckscher Drive, Jacksonville, FL 32226), on a sole source basis, for the Post Shakedown Availability (PSA) execution of one (1) DDG 51 class guided missile destroyer (DDG 119) in the homeport of Mayport, Florida.� A PSA encompasses the correction of Government responsible trial card deficiencies, completion of new work identified between ship custody transfer and the start of PSA, and the incorporation of approved engineering changes and other work items that were not incorporated prior to delivery of the ship to the Navy.� The requirements include the manpower, support services, material, facilities, and non-standard equipment (and associated technical data and documentation) required to accomplish work items, tests, and post repair sea trials encompassed by the PSA.� Parties interested in subcontracting opportunities should contact BAE directly. Due to an unexpected change to DDG 119�s homeport (Norfolk, VA to Mayport, FL), this requirement will be negotiated on a sole source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1. �In order to support an anticipated PSA Execution start date of 29 March 2021, contract award is required before 4 September 2020.� The anticipated PSA Execution end date is 19 July 2021. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1.� This is a pre-solicitation notice intended to provide potential offerors with a summary of the forthcoming procurement.� This notice is for information only, is subject to modification, and shall not be construed as a commitment by the Government to solicit contractual offers or award contracts.� Interested parties who consider themselves qualified to perform the herein described efforts in Mayport, FL may submit a capability statement in response to this notice. �The Government will not reimburse respondents for any questions submitted or information provided as a result of this notice.� This notice of intent is not a request for competitive proposals.� Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
