- Description
- The USDA Forest Service, Francis Marion and Sumter (FMS) National Forests in South Carolina, the Savannah River Site (a secured Department of Energy site), National Forests in North Carolina, National Forests in Florida, the Cherokee National Forest in Tennessee, and the Southern Research Station locations in North Carolina, South Carolina, Florida, and Tennessee is establishing a Blanket Purchase Agreement for equipment rental and on occasion and per BPA Call, an equipment rental operator.� This is to establish a list of potential vendors who are active in the System for Award Management. When equipment needs to be rented, a BPA Call will be issued to awardees of this BPA solicitation.� BPA Calls will be based on availability of the equipment, price, and awardees� background and experience evaluated per BPA Call and not necessarily in the order listed.� If an equipment operator is required, the appropriate Department of Labor Wage Determination will be issued with the BPA solicitation and Call. This BPA shall not be substituted for Virtual Incident Procurement (VIPR) or Emergency Equipment Rental Agreements (EERAs).� The primary purpose of this BPA is for everyday operations however it may be used in conjunction with incidents and fires.� If used in conjunction with incidents and fires, the Incident Center�s protocol shall be followed in the incident area(s) per incident.� These incident protocols may vary drastically from daily operation protocols and may only be known at the time of the incident. Emergency BPA Calls may occur.� Emergencies consist of BPA Calls with a proposal response date of 72 hours or less and delivery of equipment of 24 hours or less.� Emergencies may or may not be of Incident or Fire nature; examples of emergencies are water leaks, rock slides, wildfires, and storm damage responses. This will be a base plus four option year BPA.� The following are the periods of performance this BPA covers: Base Year: 1 February 2020, or date of award, whichever is later, through 31 January 2021. Option Year 1: 1 February 2021 through 31 Jan 2022 Option Year 2: 1 February 2022 through 31 Jan 2023 Option Year 3: 1 February 2023 through 31 Jan 2024 Option Year 4: 1 February 2024 through 31 Jan 2025 The solicitation will contain more information.� The solicitation will be posted on https://beta.sam.gov no later than 10 January 2020. AMENDMENT 1 - has been posted on 8 January 2020.
