- NOTICE: This solicitation is being amended to extend the proposal due date from 10Jan2020 to 15Jan2020.� Additionally, the Statement of Work has been adjusted.� Offerors who have already submitted proposals are invited to review the updated SOW and determine whether to update their proposals.� If a new proposal is necessary, offerors should request another ""drop-off request"" from the Government POC per the solicitation.� See the Solicitation amendment and SOW Errata attached 9Jan2020. INFORMATION FOR POTENTIAL OFFERORS: The Regional Maintenance Center at Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF), Bremerton, Washington intends to award a stand-alone Firm-Fixed-Price contract to accomplish maintenance, repair and preservation of one (1) YC-1526 Yard Craft Barge.� YC-1526 has the following specifications: YC-1526 Yard Craft Barge Characteristics������������ Built by: Marine Industries Northwest, Inc. Length: 110 FT������������������ Draft:��� 8 FT � 0 IN���������� Width:� 33 FT � 9 IN Full Displacement:� 685 L Tons Age:� 33 YRS������ Light Load:� 135 L Tons Hull Type: Steel The contractor's facility must possess the capability of accommodating one (1) YC-1526 Yard Craft Barge with the dimensions as stated above. Coordinate with the Contracting Officer, via the Contracting Officer�s Representative (COR), to deliver each vessel to the Contractor�s facility.� Dock, wash, and clean the exterior surfaces of the vessel. Remove the rubber fender from the floats undercarriage structure.� Sweep blast clean each rubber fender. �Remove existing and install new zinc anodes.� Blast and preserve the underwater body, hull, freeboard, and undercarriage structure surfaces of the vessel.� Accomplish a visual and ultrasonic test (UT) inspection of the underwater body, hull, freeboard, and undercarriage structure surfaces of the vessel.� Open, pump, clean, ventilate, gas free, and maintain dry each tank/void on the vessel.� Accomplish tank/void touch up preservation.� Accomplish an air test of each tank/void on the vessel.� Remove existing and install new non-skid to the Main Deck surfaces of the vessel.� Accomplish a visual and UT inspection of the Main Deck plating surfaces.� Undock the vessel.� Accomplish removal of handrails.� Arrange and coordinate the delivery of the vessel back to the Government with the Contracting Officer via the COR. The expected Period of Performance is scheduled to be: 18 March 2020 to 28 May 2020. The Government is contemplating a competitive full and open after exclusion of sources solicitation (small business set aside).� The Government intends to post a request for proposals in November 2019 and anticipates award of the Firm-Fixed Price, stand-alone contract in February 2020 to the responsible contractor on a lowest price, technically acceptable basis in accordance with but not limited to the Federal Acquisition Regulation (FAR) 15.101-2.� Offerors can view and/or download the draft notional work specifications for review at https://beta.sam.gov. All offerors must be registered with the System for Award Management (SAM) to receive award of Government contracts.� Offerors are advised also that SAM representations and certifications can be completed electronically via the System for Award Management website at https://www.sam.gov.
